About this file
This is a Statement of Work (SOW) template document issued by the State of Missouri Office of Administration for use across various state agencies in conjunction with a statewide advertising services Qualified Vendor List (QVL) procurement (STATE 0000000580SL). The template is designed to outline specific advertising service requirements, deliverables, reporting obligations, and contractor qualifications for individual SOW projects. The document does not specify quantities, response dates, due dates, or contract terms, as it serves as a blank template for agencies to populate with project-specific details. Agencies using this template are instructed to insert relevant information regarding the scope of work, performance requirements, delivery locations, contact information, and contract periods. The template indicates that questions from vendors will be accepted up to one week prior to the SOW response due date, and a question and answer conference or interview may be conducted at the vendor's expense if deemed necessary by the Division of Purchasing.
The template establishes a comprehensive evaluation framework allocating 200 total points across cost proposals and technical proposals, with cost evaluation based on objective comparison of pricing and technical evaluation based on organizational experience, past performance, team qualifications, and methodology. Vendors must provide firm, fixed pricing for advertising category services on Exhibit A and are required to submit three past performance case studies, team member biographies (up to four leadership team members, six working team members, and four expert advisors), and detailed responses demonstrating how their proposed solution meets the SOW requirements. The template addresses set-aside preferences for Organizations for the Blind and Sheltered Workshop Preference, Missouri Service-Disabled Veteran Business Enterprise, and Honorably Discharged Veteran Business Enterprise participation, requiring vendors to explain how they will meet any commitments made in their awarded QVL proposal. All costs associated with providing required services, including delivery to specified destinations, must be included in the stated prices, with proposals evaluated using a rating system ranging from Distinctive to Unsatisfactory across all evaluation criteria.
