About this opportunity

The State of Wyoming Department of Administration and Information, Purchasing Section is requesting bids for fire system testing, certification, maintenance, service, and repair at state-owned buildings in downtown Cheyenne, with proposals due September 24, 2026 and questions due September 17, 2026. All work must be performed by properly licensed and certified personnel in compliance with International Fire Code standards.

The scope encompasses testing, certification, maintenance, horn strobes, notifiers, panel upgrades, general alarm installation, service, repair, piping, and mechanical projects at properties listed in Appendix A. Contractors must provide 24-hour service availability. Specific properties and detailed fire system types are identified in the Scope of Work attachment.

Pricing is structured on hourly rates differentiated by service type: regular business hours (Monday through Friday, 8 a.m. to 5 p.m.), after-hours call-out service, and emergency service. Separate rates are required for licensed fire inspectors, licensed and certified technicians, and laborers. Contractors must also quote per-mile travel expense rates for round-trip costs from the vendor's location to Cheyenne properties and material markup percentages. Additional pricing is required for bi-annual and annual inspections of HFC-125 and FM-200 clean agent systems, quarterly inspections of wet riser, dry riser, and pre-action systems, and 3-year full trip inspections of riser systems. Bidders must certify that no federal, state, county, or municipal taxes are included in quoted prices.

The State reserves the right to make multiple awards if deemed in its best interest. No contract term is specified, and the State is not obligated to make purchases if no services are needed. All submissions must be uploaded through the Public Purchase online bidding system by 2:00 p.m. Mountain Time on the due date; submissions not fully uploaded by deadline will be deemed non-responsive. Bidders are responsible for monitoring Public Purchase for addenda and Q&A responses; the Wyoming Procurement Office will not distribute updates via email, phone, fax, or mail.
