About this opportunity
The Florida Department of Transportation (FDOT), specifically the State Materials Office (SMO) located in Gainesville, is pursuing a single-source procurement for a Video Management System (VMS) upgrade. The project involves installing a comprehensive security infrastructure including a server with Siveillance software, 14 high-definition IP cameras, 4 pole-mounted NEMA enclosure kits, 7 wireless radios, camera surge protection modules, CAT6 cabling, and electrical materials. This procurement is specifically targeting Siemens Industry, Inc. as the sole vendor capable of providing the required proprietary system components. The procurement notice was posted on January 28, 2025, with vendor information and responses due by 5:00 p.m. EST on February 18, 2025. The contract term is set for six months, with the procurement following the specifications outlined in section 120.57(3) of Florida Statutes, which governs single-source purchasing procedures.
The procurement is restricted to Siemens Industry, Inc. due to their unique position as the current provider of the statewide Access Control System using SiPass technology. Siemens does not allow third-party licensing or warranty of their systems, effectively making them the exclusive vendor for this upgrade. The project is specifically located in Leon County, with an estimated project cost of $200,000. No specific set-aside designations for disadvantaged enterprises were noted in the documentation. The justification for single-source procurement centers on the need to maintain compatibility with existing statewide installations and the proprietary nature of Siemens' licensing and system components. The procurement will be executed through the Vendor Information Portal, ensuring transparency in the single-source selection process.
