About this opportunity
The Greater Orlando Aviation Authority is soliciting responses for State Governmental Relations Consulting Services under Invitation to Negotiate 26-117, with responses due November 6, 2026 and a pre-submittal meeting scheduled for October 12, 2026. Respondents must be duly licensed to do business in Florida and serve both Orlando International Airport (MCO) and Orlando Executive Airport (ORL).
The scope encompasses legislative monitoring and advocacy during Florida Legislature sessions, tracking pending legislation affecting the Authority, arranging meetings between Authority staff and state officials, coordinating legislative activities with aligned organizations, and actively advocating for legislation supporting the Authority's priorities, particularly transportation funding maximization. The Consultant must attend all legislative sessions and committee meetings, provide weekly updates during the session, and submit comprehensive end-of-session reports within 30 days of adjournment. Monthly reports must include legislative activities, meetings with state officials, priority legislation status, funding opportunities, and strategic recommendations. Service Level Agreements establish response times of four business hours for urgent matters, one business day for executive inquiries, and two business days for standard requests.
Minimum qualifications include five years of verifiable experience in similar services, at least three client references, appropriate insurance coverage (Commercial General Liability $1 million per occurrence, Automobile Liability $300,000 combined single limit, Professional Services/Errors & Omissions Liability $1 million per claim, and Workers' Compensation at statutory limits), and registration with the State of Florida and the Performance Management System. Compensation follows a schedule of rates, fees, and charges established in the resulting Professional Services Agreement, with annual compensation including all expenses contemplated at the agreement's effective date. Extraordinary travel requires prior written CEO approval; international travel requires express written approval.
The contract term is three years with two optional one-year renewal periods, effective January 1, 2027. The Aviation Authority Board will approve the contract on February 17, 2027. Optional interviews are scheduled for December 9, 2026, with negotiations concluding by December 21, 2026. Questions are due October 20, 2026. The agreement is non-exclusive, and the Authority reserves the right to increase, decrease, or delete any portion of the scope without cause.
