About this opportunity
The Kentucky Transportation Cabinet Division of Purchases is requesting bids on equipment rental with operator services for Division of Highways District 8 under RFB 605-2700000127, with bids due October 19, 2026 at 1:30 p.m. Eastern Time. This is a master agreement covering 33 line items of heavy equipment and support services.
The scope spans tracked excavators (standard and long-reach), hydraulic breakers, mulching attachments, dump trucks, articulated trucks, tractors, light plants, skid steers with various attachments, vibratory rollers, milling machines, wheel loaders, vibratory rippers, cranes, motor graders, tree trimmers, flaggers, escort trucks, and miscellaneous hydraulic attachments. Equipment quantities range from 5 to 6,000 hours depending on type. All equipment must be delivered in excellent mechanical condition with fully trained operators (except light plants), including fuel, lubrication, and maintenance as vendor responsibility. Pricing is submitted on an hourly basis for actual equipment usage, with a guaranteed minimum of eight hours per work order. Vendors must be capable of providing multiple units simultaneously where required and must state a specific guaranteed response time in calendar days following receipt of delivery order.
The contract runs from December 1, 2026 through December 31, 2027, with four optional one-year renewal periods subject to written vendor and KYTC approval. Award is anticipated November 9, 2026. The Commonwealth reserves the right to extend the agreement to other state agencies and political subdivisions with vendor consent.
Evaluation is best-value with 95 points for lowest bid price and 5 points for fastest response time. For emergency work, vendors must begin work within 48 hours of notification and receive $750 per equipment piece mobilized and operational within 24 hours; failure to respond within 72 hours may result in immediate contract cancellation. Late responses incur 1% daily invoice penalties.
Vendors must maintain commercial general liability insurance of $1,000,000 per occurrence and $2,000,000 aggregate, along with automobile liability and Kentucky workers' compensation coverage as applicable. All bids must be submitted electronically through Kentucky Vendor Self Service and vendors must register 24–48 hours before closing. Bid all line items to be considered for award.
