About this file

This is a Request for Bid (RFB) solicitation modification issued by the Kentucky Transportation Cabinet Division of Purchases on behalf of District 8 for equipment rental services with operators. The solicitation requests bids for 33 line items encompassing various heavy equipment rentals including excavators, trucks, loaders, graders, and specialized attachments, along with labor services such as flaggers and tree trimmers. Equipment quantities range from 5 to 6,000 hours across the contract period. The original bid closing date was extended via Addendum #1 to October 19, 2026, at 1:30 PM Eastern Time to allow additional time for questions. A bidders' conference was not specified in the solicitation. The contract period begins December 1, 2026, and expires December 31, 2027, with optional renewal periods of four additional one-year terms available with written approval from both vendor and KYTC Division of Purchases. The tentative award date is October 15, 2026. Vendors must submit electronic bids only through the Kentucky Vendor Self Service eProcurement system and must be registered 24-48 hours prior to the closing date.

Award will be based on best value using a ranking approach with price weighted at 95 points and response time weighted at 5 points. The bidder with the lowest overall price receives maximum points, with subsequent bids scored proportionally. Response time must be stated as specific calendar days following receipt of delivery order, with penalties of 1% per day deducted from invoices for late completion. For routine work, vendors must respond within the guaranteed response period or face damages deduction; for emergency work, vendors must begin work within 48 hours of notification and receive $750 emergency mobilization costs per equipment piece delivered and operational within 24 hours. Equipment must be delivered with fully trained operators, including fuel, lubrication, and maintenance costs, with the Commonwealth providing traffic control. No minimum hours per equipment per workday are guaranteed, though vendors receive a minimum of eight hours per work order. Vendors must maintain commercial general liability insurance of $1,000,000 per occurrence and $2,000,000 aggregate, automobile liability insurance if applicable, and Kentucky Workers Compensation insurance. The contract is exclusive to KYTC District 8, though the Commonwealth reserves the right to extend the agreement to other state agencies and political subdivisions with vendor consent.
