Contractor pre-qualification under Palm Beach County's Annual Contract for Minor Construction Services is mandatory; qualification applications must be submitted at least 10 days before the bid due date.

Substantial completion is required within 180 calendar days from Notice to Proceed, with liquidated damages of $180 per day for delay.

Palm Beach County's Small Business Development Program applies, imposing a mandatory 25% Small Business Enterprise (SBE) subcontracting participation goal. Bidders unable to meet this goal must submit a waiver request demonstrating good faith efforts by the bid due date. All bidders must complete OSBD Schedules 1 and 2 documenting proposed subcontractors and SBE participation. Bid security of at least 5% of bid price is required if the bid is $200,000 or more. Successful bidders must furnish a Public Construction Bond equal to 100% of the work order amount within 14 calendar days of award notification.

All badged employees are subject to Criminal Justice Information (CJIS) background check requirements. Bidders accessing confidential building plans must execute a Non-Disclosure Agreement.
