About this opportunity
The Utah Department of Government Operations, Division of Purchasing and General Services, is publishing a Notice of Intent to Award a Contract Without Engaging in a Standard Procurement Process for SLEIS (State and Local Emissions Inventory Systems) software license and support on behalf of the Environmental Quality Division of Air Quality, with a protest or objection deadline of October 27, 2026. This is a sole-source procurement.
The award is intended for Windsor Solutions, Inc., the proprietary owner of SLEIS, an online emissions inventory software platform used by the Utah Division of Air Quality. The contract covers software maintenance, technical support, and cloud hosting services over a five-year term with no renewal options.
The justification for sole-source procurement rests on Windsor Solutions' proprietary ownership of SLEIS and the substantial transitional costs and operational risks associated with switching platforms, including data migration, quality assurance, loss of custom enhancements implemented by Windsor, staff retraining, and equipment profile reconfiguration at reporting facilities. The Division conducted market research on alternative systems, including the EPA's CAERS platform and systems used by other states, and determined SLEIS remains the superior option due to its advanced functionality and customization specific to Utah's emissions reporting requirements. The Division noted that alternative hosting options through AWS or state IT services would result in comparable costs and reduced operational efficiency.
The estimated contract value is $297,000 total over the five-year term, representing a $43,000 increase (16.93%) from the prior contract total of $254,000 under Solicitation Number JH25-88. The pricing structure covers annual costs for software hosting and support services from 2027 through 2030, with funding allocated through the appropriate state environmental or regulatory agency budget.

NOTICE OF INTENT TO AWARD A CONTRACT WITHOUT ENGAGING IN A STANDARD PROCUREMENT PROCESS The Division of Purchasing is publishing this notice pursuant to the Utah Procurement Code. The Conducting Procurement Unit submitted this form to the Division of Purchasing claiming that it intends to award a contract without competition if it is determined by the Division of Purchasing, in writing, that: - the award of a contract is under circumstances, described in rules adopted by the applicable rulemaking authority, that make awarding the contract through a standard procurement process impractical and not in the best interest of the procurement unit. In the Files section the Conducting Procurement Unit has identified its justification for wanting to award a contract without engaging in standard procurement process. You MUST read all of the documentation in the Files.
