About this opportunity

The Florida Department of Transportation (FDOT) is seeking competitive sealed bids for State and Federal Forested and Herbaceous Wetland Mitigation Bank Credits to offset freshwater wetland impacts for multiple transportation projects. The solicitation covers an estimated 99 acres of wetland credits across three drainage basins: 21.0 acres of freshwater herbaceous in Reedy Creek Basin, 5.0 acres of freshwater herbaceous in Ocklawaha River Basin, and 5.0 acres of freshwater herbaceous plus 68.0 acres of freshwater forested in Withlacoochee River Basin. Bidders must be registered in MyFloridaMarketplace and possess valid state mitigation bank permits and/or federal banking instruments with approved credits available for sale. The contract will be a 24-month term on an indefinite quantity basis, with no guaranteed specific credit quantity. Vendors must submit per-credit pricing using provided bid sheet tables, differentiating between combined state and federal credits or separate state and federal offerings across identified drainage basins. The bid is due on January 5, 2026, at 9:00 AM EST, with a public bid opening scheduled for 10:00 AM and intended award posting on January 6, 2026.

Bidders must complete and submit several required forms, including the In-State Preference Form, Vendor Certification Regarding Scrutinized Companies Lists, and E-Verify forms. A five percent in-state preference will be applied when the lowest bid is from an out-of-state vendor whose state does not grant reciprocal preference. Out-of-state corporations must be authorized to do business in Florida and properly licensed if the business requires licensing by the Florida Department of Business and Professional Regulation. Delivery of wetland mitigation credits must occur within 14 days of purchase order receipt, with confirmation of formal adjustments to state and federal credit ledgers approved by appropriate regulatory agencies. The Department may award multiple bidders and will issue purchase orders to the lowest responsive bidders with available credits meeting project needs. Pricing will be firm, net, and delivered F.O.B. destination, subject to a one percent MyFloridaMarketplace transaction fee. Bidders using assessment methodologies other than the Uniform Mitigation Assessment Method (UMAM) must provide documentation from regulatory agencies confirming conversion calculations are acceptable to meet the Department's mitigation needs.
