About this opportunity
The State of Maine Division of Purchases is requesting bids on starter and alternator repair parts for military vehicle maintenance, with bids due January 15, 2010. The procurement carries an in-state preference — in case of tie bids, preference is given to Maine bidders or those offering commodities produced or manufactured in Maine.
The scope covers 54 distinct repair parts and complete units, including brush kits, bearing kits, regulators, rotors, end bells, complete starters, and accessory components. All parts must be new and meet applicable military specifications. Estimated purchase volume is based on current projections for repair of 73 vehicle units, with per-line-item quantities ranging from 1 to 50 units depending on anticipated demand. Bidders must provide manufacturer information and manufacturer part numbers with bids; winning bidders may be required to supply item samples and certificates of conformance. Parts are to be delivered to 125 Kansas Road, Limestone, Maine 04750.
The contract is awarded for a one-year term to the supplier or suppliers offering the best combination of price and lead time, contingent upon approval of product samples. Bid prices must be submitted on a net F.O.B. destination basis with all transportation and delivery charges fully prepaid by the contractor. Prices will remain fixed throughout the contract period unless periodic adjustments are agreed to in writing. The State Purchasing Director may cancel the contract with thirty days' written notice. The Maine Military Authority reserves the right to extend the contract period beyond the initial expiration date with contractor consent.
Evaluation considers quality of supplies, conformity with specifications, delivery date, and ultimate cost. Cash discounts of 20 days or more are factored into determining the low bidder. Sealed bids are to be received at the Division of Purchases, Room 119, 9 State House Station, State Office Building, Augusta, Maine.
