About this opportunity
The Tennessee Department of Environment and Conservation is requesting sealed bids for hazardous tree removal services at Standing Stone State Park in Hilham, Tennessee, with bids due September 3, 2026 at 2:00 p.m. CDT and work completion required by September 8, 2026.
Contractors bidding on projects exceeding $25,000 must hold a valid Tennessee State Contractor License with classifications in BC, BC-B, BC-B(sm), BC-C, BC-29, or S-Tree Trimming — a mandatory eligibility filter. Bids that do not strictly comply with Tennessee Code Annotated 62-6-119 regarding contractor licensing will be rejected. All bidders must certify compliance with state procurement statutes, non-debarment status, and Iran Divestment Act compliance; provide sales and use tax registration documentation; and disclose planned subcontractors with supporting documentation.
The scope encompasses identification, assessment, and removal of hazardous trees across the park's 1,800-acre property; debris management and chipping; stump grinding or removal; and site restoration to "broom clean" condition. Work must comply with applicable safety regulations and environmental standards. The scope of work document indicates preference may be given to contractors with demonstrated experience in hazardous tree removal within state park settings and those holding ISA (International Society of Arboriculture) credentials.
The maximum contract liability is expected to exceed $100,000. The contractor must furnish all materials, equipment, supplies, and labor on an F.O.B. destination basis with pricing firm and fixed. Required insurance includes commercial general liability of $1,000,000 per occurrence and $2,000,000 aggregate, workers' compensation of $1,000,000, and automobile liability of $1,000,000 per occurrence. A payment bond equal to 25 percent of the maximum liability amount is required.
A pre-bid conference is scheduled for August 13, 2026 at 10:00 a.m. CST at the project site; attendance is optional. Written questions are due August 17, 2026 at 2:00 p.m. CST. Bids must be submitted through the Edison state procurement portal in U.S. dollars. Contact Sydney Loomans at 615-253-7266 or sydney.loomans@tn.gov.
