About this opportunity

The New York State Department of Transportation (NYSDOT) is soliciting proposals and bids for vendors to provide tow truck(s) with tow truck Operator(s) available for deployment during significant winter storms in NYSDOT Regions 2, 5, 8, and 9. Vendors will be required to provide the appropriate duty class truck(s) with Operator(s) to predetermined locations in as little as two (2) hours from the time of callout. The truck(s) and Operator(s) will stage at a predetermined location(s) known to have a history of vehicles getting stuck and will be dedicated solely to NYSDOT/Law Enforcement dispatches. The contract term is expected to begin on February 14, 2024 (or upon the date of Office of the State Comptroller approval, whichever occurs later), and will end on March 9, 2025, with the option to extend for two additional one-year periods. Bids are due by March 7, 2024, at 11:00 AM. The NYSDOT will award the contract to the lowest responsive and responsible bidder by lot.

The solicitation is not a Service-Disabled Veteran-Owned Set Aside contract, but the NYSDOT encourages participation from minority, women, small, disadvantaged, and service-disabled veteran-owned businesses. The NYSDOT has identified several business entities awarded identical or substantially similar contracts within the past five years, including Barts Parts & Service LLC, Big Red Towing LLC, and others. The procurement does not specify any set-aside goals, but the NYSDOT will affirmatively ensure that disadvantaged business enterprises have the opportunity to submit bids and will not be discriminated against.
