About this opportunity
The Texas Health and Human Services Commission (HHSC) Procurement and Contracting Services is requesting bids for standards, consumables, and instrument parts used by the Organic Chemistry Group to analyze drinking water samples in compliance with the Safe Drinking Water Act, with bids due October 9, 2026 at 10:30 a.m. Central Time. Both HHSC and the Department of State Health Services (DSHS) are entitled to use any awarded contract. Questions are due September 30, 2026, with responses posted as an addendum on October 1, 2026.
The scope comprises 19 line items across NIGP classes 19389, 17554, and 962, encompassing GC columns, septa, liners, UHPLC columns, protective gloves, industrial wipes, detector components, ion source assemblies, and extractor lenses, with quantities ranging from 1 to 20 units. Delivery is required to DSHS at 1100 W 49th Street, Lab Loading Dock L-114, Austin, Texas 78756.
The historical monetary value for fiscal year 2026 was between $50,000 and $75,000, provided as a guideline only and not representing guaranteed quantities. Pricing must be submitted as firm, fixed prices on Exhibit C for the contract life, with all costs including labor, equipment, materials, supplies, and related expenses. Price adjustments are permitted only at HHSC's discretion and may be correlated with the Consumer Price Index or Federal Minimum Wage increases, subject to specific formulas and supporting documentation requirements. Contractors must immediately implement any available price decreases.
The initial contract term runs from award through August 31, 2027, with one optional one-year extension available at HHSC's sole discretion. Evaluation criteria include meeting or exceeding IFB requirements and specifications, ability to meet performance delivery requirements, and price. HHSC retains the right to make single or multiple awards to achieve best value rather than necessarily selecting the lowest-priced response. A HUB Subcontracting Plan submission is encouraged but not required. Respondent binding offers remain valid for 240 days from submission. All contracts are subject to appropriations, fund availability, and termination.
