About this opportunity

Sevier School District, through the State of Utah Division of Purchasing, is requesting proposals for a K-5 English Language Arts curriculum adoption contract with proposals due October 1, 2026 and a question period closing September 28, 2026. This is a single-award contract with a five-year term extending through the 2031-2032 school year.

The scope is a comprehensive, research-based K-5 ELA curriculum addressing foundational reading skills, phonemic awareness, phonics, fluency, vocabulary, reading comprehension, writing, grammar, spelling, speaking and listening, and assessment. The district prioritizes explicit, systematic foundational-skills instruction with high-quality decodable texts in primary grades and robust evidence-based writing instruction in grades 4–5. A mandatory requirement is current Utah State Board of Education approval or formal review status of the proposed curriculum. Up to three finalists will advance to Stage 2 demonstrations; final award requires Utah State Board of Education approval.

Evaluation uses a 125-point system weighted at 80 percent for technical merit (100 points) and 20 percent for cost (25 points). The qualifying offeror with the lowest five-year price receives all 25 cost points; any price exceeding 200 percent of the lowest qualifying price receives zero cost points. Vendors must submit separate technical and cost proposals with no pricing information in the technical submission. The five-year cost proposal must itemize pricing by year and category, including initial curriculum costs, materials, consumables, digital licenses, professional development, and shipping, with clear distinction between required and optional costs.

The adoption committee includes teachers from five elementary schools and two parent representatives. Vendors must provide sufficient curriculum samples for hands-on review and may be required to address intervention and differentiation, assessment tools, and digital platform functionality during finalist demonstrations. Implementation begins districtwide in the 2027-2028 school year. All vendor communication during the active solicitation must occur through the district's designated procurement contact and Bonfire platform. All responses are public records subject to disclosure under Utah's Government Records Access and Management Act.
