About this opportunity
The State of Idaho, specifically the Division of Vocational Rehabilitation (IDVR), is seeking a sole source procurement of the Sara Digital Assistant Software from SaraWorks, LLC, located in Kootenai County. The software is a unique digital assistant designed to streamline case management, documentation, client communication, and compliance tracking for workforce development and social service programs. Key objectives include automating client communications through interactive two-way text/email services, enhancing counselor productivity, and improving customer engagement and employment outcomes. The software must integrate seamlessly with IDVR's existing case management system and comply with HIPAA and Section 508 accessibility requirements. The procurement is being processed through the Idaho Division of Purchasing, with a notice of intent published on October 5, 2023, and a response deadline of October 11, 2023. Any interested vendors may file a challenge to the sole source procurement within five business days of the notice closing date, in accordance with Idaho Code section 67-9232(4).
The sole source authorization does not specify specific set-aside designations or restrictions on responding organizations. The proposed contract term is five years, with an anticipated total cost of $1,056,086. The current technology infrastructure involves integration with the Aware Case Management System provided by Alliance Enterprises, Inc., which will be implemented through a three-phased approach including hosting solution, interface development, and functionality evaluation. The software has been recognized for its unique capabilities, including selection for RSA-funded projects and acquisition by the Veterans Administration. The procurement is specifically tailored to address increased workload and data collection requirements under the Workforce Innovation and Opportunity Act (WIOA), which have previously overwhelmed counselors and negatively impacted customer engagement. No specific incumbent vendors are mentioned beyond the proposed SaraWorks, LLC, and the procurement appears to be a new implementation of digital assistance technology for the Idaho Division of Vocational Rehabilitation.
