About this opportunity
The City of Peachtree Corners, Georgia is issuing a Request for Proposals (RFP 24-04) for the development of a Traffic Safety Plan under the Safe Streets and Roads for All (SS4A) Grants Program, a U.S. Department of Transportation initiative. The procurement seeks qualified consulting firms to develop a comprehensive Safety Action Plan and coordinate traffic safety improvements across six key intersections in Peachtree Corners, including intersections at Peachtree Parkway, Peachtree Corners Circle, and Winters Chapel Road. The project involves analyzing traffic data from the city's existing equipment—including AXIS cameras, LiDAR-based intersection detection systems, and SmartPoint RoadSide Computer servers—to assess near misses, speeding, traffic volumes, and other safety metrics. Deliverables include the Safety Action Plan with pilot project recommendations focusing on speed management, vulnerable road user protection, and near-miss reduction using quick-build and demonstration strategies, installation specifications for 35-foot composite poles and underground conduit cabling at intersection corners, camera system specifications, and 12-month monitoring software licenses. Qualified proposers must demonstrate relevant experience with similar projects completed within the last five years, provide three project references, submit detailed project staffing plans with relevant experience documentation, include a GANTT chart schedule, and document any Disadvantaged Business Enterprise (DBE) commitments. Proposals are evaluated on a 100-point weighted scale: Methodology (25 points), Schedule (15 points), Project Staff (20 points), Similar Experience (20 points), DBE involvement (10 points), and Local Preference (10 points). The deadline for submitting questions is February 4, 2026 at 4:00 PM EST, sealed technical proposals are due February 11, 2026 at 4:00 PM EST, and a notice of award is anticipated by February 24, 2026; proposals must remain valid for ninety days from the opening date. Proposals are limited to ten pages (excluding cover page, table of contents, and exhibits) using 12-point font and may be submitted electronically via FTP, email, or hard copy with flash drive to James Nguyen, PE at the City of Peachtree Corners.
The City of Peachtree Corners has adopted a local preference policy that awards local contractors an additional 10% in ranking criteria and encourages Diverse Business Enterprise participation, with firms incentivized to meet DBE goal percentages throughout the contract. The project is structured in three phases: Base Phase (pre-NEPA and planning), Option Phase 1 (final design and permitting), and Option Phase 2 (construction and installation), with planned milestones including NEPA completion by February 28, 2025, draft plan completion by November 30, 2025, final plan adoption by February 25, 2026, and final report due March 31, 2026. The total project award value is $387,000, comprising $309,600 in federal SS4A funds under the Infrastructure Investment and Jobs Act (Bipartisan Infrastructure Law) and $77,400 in local match funds, with federal obligations of $145,000 allocated to the base phase. Eligible project costs are distributed among administrative and legal expenses ($120,000), construction ($102,000), and equipment ($135,000). The project emphasizes racial equity through fair bidding processes for underrepresented firms, incorporation of underrepresented community input in plan development, and prioritization of benefits to underrepresented areas through improved travel times and safety. All camera systems will operate on a secured network meeting highest-level data security requirements, with cyber locks and advanced cybersecurity defense techniques implemented for physical and cyber threat mitigation, requiring vendor integration with the city's existing infrastructure and technology systems.
