About this file

This is Addendum #1 to RFP 24-04, issued February 5, 2026, between the City of Peachtree Corners, Georgia, and the U.S. Department of Transportation Federal Highway Administration (FHWA) under the Safe Streets and Roads for All (SS4A) Grant Program. The project involves developing a comprehensive Safety Action Plan and conducting traffic safety improvements at six key intersections: Peachtree Parkway at Peachtree Corners Circle, Peachtree Parkway at Forum Drive, Peachtree Parkway at Medlock Bridge Road, Peachtree Corners Circle at Holcomb Bridge Road, Peachtree Corners Circle at Jones Mill Court, and Winters Chapel Road. The work is structured in three phases: Base Phase (pre-NEPA and planning), Option Phase 1 (final design and permitting), and Option Phase 2 (construction and installation). The project includes installation of 35-foot composite poles at each intersection corner, underground conduit for connectivity cabling, camera systems, and 12-month monitoring software licenses. The proposal submission deadline is February 11, 2026, at 4:00 PM EST. Hard copy submittals are not required; electronic submissions are sufficient. Intersections were selected by City staff based on internal operational knowledge and experience rather than through external studies or plans. Cost estimates are not required in proposals. Firms are encouraged to meet Disadvantaged Business Enterprise (DBE) goal percentages.

The total grant award is $387,000, comprising $309,600 in federal SS4A funds and $77,400 in local match funds. The grant agreement effective date runs through March 31, 2026, with the federal share obligated at $145,000 in the base phase. Eligible project costs are allocated as follows: administrative and legal expenses ($120,000), construction ($102,000), and equipment ($135,000). The project is funded under Section 24112 of the Infrastructure Investment and Jobs Act (Bipartisan Infrastructure Law). The City is working with FHWA to update milestone dates to account for project delays; planned NEPA completion is February 28, 2025, with draft plan completion by November 30, 2025, final plan adoption by February 25, 2026, and final report due March 31, 2026. The project prioritizes racial equity through fair bidding processes for underrepresented firms, incorporation of underrepresented community input in plan development, and benefits to underrepresented areas through improved travel times and safety. The City has adopted a local preference policy that awards local contractors an additional 10% in ranking criteria. All camera systems will operate on a secured network meeting highest-level data security requirements, with cyber locks and advanced cybersecurity defense techniques implemented for physical and cyber threat mitigation.

SUMMARY PROJECT INFORMATION

3.1 Summary of Project’s Statement of Work.

Action Plan and Peachtree Parkway/Peachtree Corners Circle Intersection

The project will be completed in three phases as follows:

Base Phase: Pre-NEPA for Action Plan and Peachtree Parkway/Peachtree Corners Circle Intersection. The City of Peachtree Corners will develop an Action Plan and study key traffic intersections: Peachtree Corners Circle at Forum Drive, Medlock Bridge Road at State Route 141 (Peachtree Parkway) and State Route 140 (Holcomb Bridge Road) at Peachtree Corners Circle. Peachtree Corners will solicit a firm to develop the Action Plan and to complete all NEPA requirements at the Forum Drive intersections, ensuring that NEPA and any other applicable environmental laws and regulations have been met before beginning construction.

Option Phase 1: Final Design for Peachtree Parkway/Peachtree Corners Circle Intersection.

At the Peachtree Parkway/Peachtree Corners Circle Intersection, Peachtree Corners will finalize location and design elements, obtain all right-of-way permits for installation of poles and cameras at the intersections to be studied.

Option Phase 2: Construction for Peachtree Parkway/Peachtree Corners Circle Intersection. At Peachtree Parkway/Peachtree Corners Circle Intersection, Peachtree Corners will commence camera and pole installation. The City will work with a contractor to install 35-foot composite poles in the right-of-way of the intersections. Each corner of the intersection will have a pole. Peachtree Corners will work with a contractor to install underground conduit for the purpose of running connectivity cabling to the cameras that will be installed on the poles. Peachtree Corners will purchase monitoring software for the newly installed sensors for 12 months. The Assistant City Manager/Chief Technology Officer and the Public Works Director will monitor and analyze the data over this 12 month period.

USDOT Office for Subaward and Contract Authorization: FHWA Office of Acquisition and Grants Management

SUBAWARDS AND CONTRACTS APPROVAL

Note: See 2 CFR § 200.331, Subrecipient and contractor determinations, for definitions of subrecipient (who is awarded a subaward) versus contractor (who is awarded a contract).

Note: Recipients with a procurement system deemed approved and accepted by the Government or by the Agreement Officer (the “AO”) are exempt from the requirements of this clause. See 2 CFR

200.317 through 200.327.

In accordance with 2 CFR 200.308(f)(6), the recipient or subrecipient shall obtain prior written approval from the USDOT agreement officer for the subaward, if the subaward activities were not proposed in the application or approved in the Federal award. This provision is in accordance with 2 CFR 200.308 (f) (6) and does not apply to procurement transactions for goods and services.

Approval will be issued through written notification from the AO or a formal amendment to the Agreement.

The following subawards and contracts are currently approved under the Agreement by the AO.

This list does not include supplies, material, equipment, or general support services which are exempt from the pre-approval requirements of this clause.

5.2 Reimbursement Requests

(a) The Recipient may request reimbursement of costs incurred within the budget period of this agreement if those costs do not exceed the amount of funds obligated and are allowable under the applicable cost provisions of 2 C.F.R. Part 200, Subpart E. The Recipient shall not request reimbursement more frequently than monthly.

(b) The Recipient shall use the DELPHI iSupplier System to submit requests for reimbursement to the payment office. When requesting reimbursement of costs incurred or credit for cost share incurred, the Recipient shall electronically submit supporting cost detail with the SF-270 (Request for Advance or Reimbursement) or SF-271 (Outlay Report and Request for Reimbursement for Construction Programs) to clearly document all costs incurred.

(c) The Recipient’s supporting cost detail shall include a detailed breakout of all costs incurred, including direct labor, indirect costs, other direct costs, travel, etc., and the Recipient shall identify the Federal share and the Recipient’s share of costs. If the Recipient does not provide sufficient detail in a request for reimbursement, the Agreement Officer’s Representative (the “AOR”) may withhold processing that request until the Recipient provides sufficient detail.

(d) The USDOT shall not reimburse costs unless the AOR reviews and approves the costs to ensure that progress on this agreement is sufficient to substantiate payment.

(e) In the rare instance the Recipient is unable to receive electronic funds transfers (EFT), payment by EFT would impose a hardship on the Recipient because of their inability to manage an account at a financial institution, and/or the Recipient is unable to use the DELPHI iSupplier System to submit their requests for disbursement, the FHWA may waive the requirement that the Recipient use the DELPHI iSupplier System. The Recipient shall contact the Division Office Lead Point of Contact for instructions on and requirements related to pursuing a waiver.

(f) The requirements set forth in these terms and conditions supersede previous financial invoicing requirements for Recipients.
