About this opportunity

The State of Illinois Department of Innovation and Technology (DoIT), in coordination with the Chief Procurement Officer for General Services, seeks to establish a sole economically feasible source Joint Purchase Master Contract (JPMC) with Microsoft for comprehensive professional services. This three-year contract, scheduled to commence August 19, 2026, and conclude August 18, 2029, encompasses Microsoft Professional Services across multiple consulting and technical roles ranging from Associate Consultant through Program Architect positions, available in both onshore and offshore delivery formats. The scope includes Microsoft Unified Support providing technical assistance across Azure, Microsoft 365, Dynamics 365, and hybrid computing environments to support complex state technology initiatives requiring proprietary Microsoft expertise in cloud architecture, artificial intelligence, custom application development, security frameworks, and data management. Services are intended for availability to governmental units and qualified not-for-profit organizations, with all projects subject to DoIT's IT Governance review to ensure alignment with statewide IT strategies. The estimated contract value is $6,000,000 for the initial three-year term, funded through state appropriations. A public hearing has been scheduled for March 25, 2026, at 2:00 p.m. via WebEx; however, the hearing will be cancelled unless an interested party submits written comments or formally requests a public hearing by 4:00 p.m. on March 20, 2026, to Dianne Richman at Dianne.Richman@illinois.gov or 217-622-1857.

The sole source procurement method is justified based on Microsoft's exclusive authorization to provide professional services directly to government entities, as the company does not authorize reseller delivery of these services and maintains direct contractual relationships with governmental bodies. DoIT negotiated directly with Microsoft to obtain government-standard rates rather than accepting third-party reseller options, which would impose approximately a 30 percent markup representing a potential $5 million to $9 million cost increase for existing initiatives. Previous related contracts include a prior JPMC for Microsoft services (Contract P-84650, $6,000,000), Microsoft Unified Enterprise Support (Contract P-69783, $5,148,141), and an earlier Unified Support contract (Contract P-17680, $10,323,750). The State's existing Master Services Agreement with Microsoft, combined with the publisher's exclusive access to proprietary tools, confidential product roadmaps, and internal engineering teams, supports the determination that no viable competitive alternatives exist. No specific set-aside designations for disadvantaged enterprises have been identified in the documentation, and no renewal options are included in the proposed contract structure.
