About this opportunity
Lamar Township is requesting sealed bids for the SR 477 Interchange Lighting Replacement Project, a highway lighting retrofit in Lamar Township, Clinton County, Pennsylvania, with bids due July 16, 2026 at 1:00 p.m. through PennBid. Pennsylvania prevailing wage rates apply; bidders do not need PennDOT pre-qualification but must submit bids online only.
The scope consists of replacing 68 cobra head luminaires with equivalent LED luminaires at the S.R. 477/U.S. 220 interchange, including traffic control, site restoration, and incidental work. All work and materials must comply with current PennDOT Publications 408 and related standards. The project is financed in part by a Commonwealth of Pennsylvania grant; in case of conflict between the Project Manual and grant contract requirements, the stricter requirement governs.
Contract duration is 75 calendar days from Notice to Proceed, with work performed within the legal road right-of-way. Performance and Payment Bonds are required in the amount of 100 percent of the awarded contract price. Liquidated damages range from $200 per day for one to fifteen days of delay to $1,000 per day for delays exceeding thirty days.
Each bid must be accompanied by either a certified check or a bid bond equal to 10 percent of the total bid amount, a fully completed Non-Collusion Affidavit, and a Certification of Bidder Regarding Equal Employment Opportunity. Progress payments will be made within 60 days of submission of approved Applications for Payment, with 90 percent of work completed paid (less retainage) and final payment due within 30 days of completion and acceptance. Bids may be held by Lamar Township for up to 60 days from the bid date. The Project Manual and appendix, including prevailing wage rate tables, are available for download from PennBid; paper copies may be purchased through the website.
