About this file

This appendix document supports the SR 477 Interchange Lighting Replacement Project bid package for Lamar Township in Clinton County, Pennsylvania, managed by R K Webster, LLC. The project involves replacing 68 existing cobra head luminaires with equivalent LED luminaires at the S.R. 477/U.S. 220 interchange in Lamar Township. The scope of work includes traffic control, site restoration, and all incidental work necessary for completion. The bid submission deadline was 1:00 P.M. on Thursday, July 16, 2026, with bids to be publicly opened and read aloud. The project was awarded on August 3, 2026 (Serial Number 26-06061). All work must comply with current Pennsylvania Department of Transportation (PennDOT) Publications 408 and related standards. The project is classified as Building/Heavy/Highway work, with the determination date of June 24, 2026, and managed through the Altoona Field Office.

The appendix includes a detailed lighting status table identifying 64 total lights across three grids (A, B, and C) with their operational status—21 lights in grid A, 20 in grid B, and 23 in grid C—referenced to a USGS map of the Mill Hall quadrangle showing the project location coordinates (41°05'11.14"N, 77°28'38.03"W). Bidders were required to submit a bid bond or certified check equal to ten percent of the total bid amount and complete the Non-Collusion Affidavit. Construction Performance and Payment Bonds equal to one hundred percent of the contract award amount are required. The document includes prevailing wage rate tables effective through various dates in 2027 for both Building and Heavy/Highway classifications, establishing minimum hourly rates and fringe benefits for all applicable labor classifications. The project is subject to MultiModal Transportation Fund grant guidelines and nondiscrimination/sexual harassment compliance requirements.
