About this opportunity

The City of Cleveland's Mayor's Office of Capital Projects is seeking a professional consulting firm to prepare construction contract plans and specifications for State Route 283, a 1.1-mile urban paving project spanning E 55th Street and St. Clair Avenue in Cuyahoga County, Ohio. The project requires comprehensive roadway rehabilitation, including removing and replacing asphalt courses, installing new curbs, walks, driveway aprons, ADA-compliant curb ramps, roadway drainage improvements, and traffic control enhancements. Specific deliverables include designing new mast arm signals at multiple intersections, reconfiguring roadways to accommodate separated bikeways, and implementing safety and mobility improvements aligned with the City's goals. The procurement process requires ODOT prequalification in Non-Complex Roadway Design, Basic Traffic Signal Design, and Bicycle and Pedestrian Facilities. Key dates include a pre-proposal meeting on November 12, 2025, at 10:30 am via Teams, with written questions accepted until November 19, 2025, at 4:00 pm, and proposals due on December 5, 2025, by noon. Evaluation criteria will focus on technical expertise, project understanding, team qualifications, and approach.

The procurement includes a 10% participation goal for Cleveland Small Businesses (CSB), emphasizing local economic inclusion. The project will be funded through multiple sources, including the Ohio Public Works Commission, ODOT Urban Paving, City Road and Public Utilities Funds, with potential additional funding from Safe Routes to Schools and Congestion Mitigation & Air Quality Program. The design phase will be managed by the City, with construction administration handled by ODOT District 12, indicating a collaborative intergovernmental approach. The consultant will be required to coordinate with various city departments, utility providers, and evaluate recommendations from the Transportation Infrastructure Advisory Committee (TIAC). While no specific incumbent vendor is mentioned, the project has an anticipated 18-month design period. Although a precise budget is not specified, the multi-source funding and comprehensive scope suggest a significant investment in urban infrastructure improvements. Proposers must demonstrate compliance with Complete and Green Streets ordinances and Vision Zero goals, reflecting the project's broader urban mobility and safety objectives.
