Title: SR 283 - E 55th (Superior to St. Clair) & St. Clair (E. 55th to E. 72nd)
1. INTRODUCTION
LATE PROPOSALS WILL NOT BE ACCEPTED
The City of Cleveland invites responses to the Request for Proposal (RFP) for SR 283 - E 55th (Superior to St. Clair) & St. Clair (E. 55th to E. 72nd).
We ask that you strictly adhere to the following critical guidelines outlined in this document.
1.1. Summary
The services required under this Request for Proposal (RFP) are those needed to prepare construction contract plans and specifications for the Division of Engineering and Construction, Mayor’s Office of
Capital Projects, for State Route 283 from Superior Avenue to East 72nd Street, approximately 1.1 miles. E 55th Street from Superior Avenue to St. Clair and St. Clair from E 55th Street to E 72nd Street is designated as State Route (SR) 283 and is classified as a Minor Arterial.
The basic scope of work will consist of removing and replacing asphalt wearing course and intermediate course, installing new curbs, walks, and driveway aprons as needed, PROWAG/ADA-compliant curb ramps and landings, roadway drainage, castings adjusted to grade, traffic control improvements including new mast arm signals at East 61st, East 62nd, Addison, East 67th, and East 71st Streets, if traffic study warrants signals in these locations, and reconfiguring the roadways to accommodate separated bikeways and additional safety and mobility focused changes in alignment with the City’s goals. This is an urban paving project and the City will administer the design. Construction Administration will be performed by
ODOT District 12.
A pre-proposal meeting will be held November 12, 2025, 10:30 am via Teams. Written questions will be received until November 19, 2025, at 4:00 p.m., and an addendum with all questions and answers will be posted by the close of business on November 26, 2025. The proposal will be due on December 5, 2025, by noon. Questions shall be submitted online through the questions tab included in this proposal request.
Where the following terms such as "Consultant to determine", "Yes", “x”, "By Consultant" and similar notations are used in this RFP, the Consultant shall design and prepare the necessary drawings and details for that item of work. Design work may not be passed on to the construction contractor via plan note. In addition, where there are items that require the action of work (by whom it may not be clear), the
Consultant is the party that shall accomplish it.
The City reserves the right to reject any or all proposals or portions of them, to waive irregularities, informalities, and technicalities, to re-issue or to proceed to obtain the service(s) desired otherwise, at any time or in any manner considered in the City’s best interests. The Director may, at his/her sole discretion, modify or amend any provision of this notice or the RFP.
1.2. Background
This project will revitalize this neighborhood with providing a new paving surface, bike facility, and pedestrian improvements. The pavement width varies from 28’ to 36’ in each direction. It widens at intersections and in parking areas. The right-of-way width is 100’ within the project limits. This information is taken from available records. The accuracy of this information is not guaranteed. The consultant shall review all available records and field data and perform their own field investigations to familiarize themselves with all existing conditions.
Nearby bikeway connections, as outlined in Cleveland Moves, the City’s 5-year multimodal transportation plan, need to be coordinated and considered as part of the design. Design of the Superior and E 55th Street intersection will need to be coordinated with the CUY-6-15.56 Superior Midway Project https://www.clevelandmidway.com/superior. Coordination with separated bike lanes on East 55th Street from Outhwaite to the Lakefront, as planned through the East 55th Safety Action Plan, will be critical. Additional coordination will be needed on East 72nd Street to consider the Cleveland MetroParks ”CHEERS” master plan. https://www.clevelandmetroparks.com/about/planning-design/cheers-cleveland-harbor-eastern-embayment-resilience-strategy Any design must align with the City’s commitment to Vision Zero, emphasizing safety and the reduction of fatal and serious injury crashes as a key outcome of roadway changes.

2.5. Project Description:
Ohio Public Works Commission, ODOT Urban Paving, City Road and Public Utilities Funds will finance this improvement. Additional funds from Safe Routes to Schools and Congestion Mitigation & Air Quality Program may be available. The City will administer the design phase and ODOT District 12 will administer the construction phase of this project.
In 2022, the City of Cleveland passed a complete and green streets ordinance, and established the Transportation Infrastructure Advisory Committee (TIAC) to advise on projects to incorporate Complete and Green streets elements. The TIAC, in collaboration with the City’s Mobility Team, offered recommendations for the SR 283 corridor, which are conceptually illustrated in the SR 283 Remix located here. The preliminary engineering (PE) phase of this project shall include an evaluation to each of those recommendations for incorporation into the project.

2.6. Scope Briefing
The project scope shall be split into two (2) parts, Preliminary Engineering (PE) and Final Design (FD). Preliminary Engineering will begin with the notice to proceed and survey activities, and end with the submittal of an Alternative Evaluation Report (AER). The City will review the AER with project stakeholders and make a recommendation on how best to proceed. The Final Design will be based on which alternative is chosen and which recommendations from the TIAC are able to be incorporated into the project. Final design will be complete after the submittal of the final PS&E to ODOT for central office filing.
In general, Preliminary Engineering will include:
A. Review and evaluation of TIAC recommendations. Consultant shall assess the cost and feasibility, including right of way impacts of the TIAC recommendations and recommend which ones can be incorporated into the project. The reporting requirements of the ordinance require
E&C to report back to the TIAC which alternative(s) are chosen and which can be incorporated into the project. Review, editing and completion of ODOT LPA Scoping form including required
Environmental submittals.
B. Analyze three, including existing and (2) conceptual options, to provide comparison for the alternatives listed below. Comparison will include any potential capacity or LOS concerns utilizing Synchro Traffic Simulation Software, as required by City of Cleveland Division of
Traffic Engineering and Highway Capacity Software (HCS), required by ODOT utilizing ODOT
Analysis and Traffic Simulation (OATS) Manual. Traffic signal removal analysis shall be performed for all existing signals. Any traffic signal warranting removal shall have higher level crossing recommendations including but not limited to High Intensity Activated Crosswalk
(HAWK), Rectangular Rapid Flashing Beacons (RRFB), and pedestrian refuge islands at mid-block crossings. Designer shall coordinate with Greater Cleveland Regional Transit Authority
(GCRTA) to evaluate bus stop consolidation in accordance with traffic signal removal analysis. Existing commercial / industrial neighbors north and east of the project area will continue to utilize St. Clair Avenue to access their businesses. Design will need to analyze turn movements to ensure truck traffic will be able to continue to traverse the corridor and intersecting cross streets. Consistent with Complete and Green Streets (CGS), all proposed alternatives shall include removing concrete tree lawns to provide low-mow grass areas with future tree planting in cooperation with the city of Cleveland’s Urban Forestry Commission. The concept for East 55th
Street will include street level, separated bike lane using plastic delineators as outlined in the
Remix and the East 55th Safety Action Plan. The AER shall evaluate roundabouts, with separated bike lane if possible, at the intersections of East 55th Street and Superior Avenue, East 55th Street and St. Clair Avenue, and St. Clair Avenue and East 72nd Street. Evaluation would include ensuring the proposed roundabouts would fit within the existing Right of Ways and analyze the operation of the proposed intersection, including taper sections of roadways entering and exiting the roundabout(s). Please note intersection pavement will extend to the point of tangency of the https://www.clevelandmidway.com/superior https://procurement.opengov.com/governments/4214/projects/210486/builder/create/.%20https:/www.clevelandmetroparks.com/about/planning-design/cheers-cleveland-harbor-eastern-embayment-resilience-strategy https://procurement.opengov.com/governments/4214/projects/210486/builder/create/.%20https:/www.clevelandmetroparks.com/about/planning-design/cheers-cleveland-harbor-eastern-embayment-resilience-strategy turnout for intersections not planned as roundabouts. The consultant will coordinate with the City and Community Development Corporations for necessary driveway closures to accommodate roundabouts, if roundabout(s) are feasible for the project. Please note, it is possible additional funding may be available through ODOT safety funding for roundabouts, should the evaluation support incorporation into the project.
St. Clair Section – alternatives:
1. Existing Conditions to provide current baseline to compare proposed alternatives.
2. Alternative 1 – Parking protected separated street level bike lanes along the outside lanes, separated by plastic delineators and floating bus platforms at bus stops.
3. Alternative 2 – Parking protected separated street level bike lanes along the outside lanes, separated by cast in place concrete curb. A combination of concrete curb bump outs, concrete islands, floating bus platforms with bike lanes raised to bus platform elevation, if drainage allows, along St. Clair Avenue. New midblock pedestrian crossing refuge islands where there are large gaps between crossings. Roundabout, with separate bike lane if possible, at intersection of St. Clair Avenue and East 72nd Street. Designer must ensure proposed roundabout can be accommodated in existing Right of Way areas.
