About this opportunity
Morris County Park Commission is requesting sealed bids from licensed contractors with spray foam insulation certification for closed cell spray foam insulation installation at the Great Swamp Outdoor Education Center, 247 Southern Boulevard, Chatham, with bids due October 14, 2026 at 9:00 a.m. Spray foam insulation certification is a mandatory eligibility requirement — only certified contractors may bid.
The scope includes removal of existing fiberglass batt insulation from basement underfloor and attic areas; application of closed cell spray foam to basement floor joist cavities and attic rafter and gable end walls to achieve minimum R-Value of R-30 for basement areas and R-49 for attic assemblies; application of approved ignition barriers unless the spray foam product itself carries Class 1 flame spread documentation; protection of existing mechanical equipment (refrigerant lines, electrical lines, ductwork, piping) during removal and application; and final cleanup and removal of protective coverings. The contractor must dispose of removed insulation in contractor-provided dumpsters or vehicles and is responsible for all costs of repairs or replacements if equipment is damaged during work. No subcontracting is permitted.
Bidders must submit one original, one copy, and one electronic bid copy accompanied by a bid guarantee equal to ten percent of the total bid price (not to exceed $20,000) in the form of a certified check, cashier's check, or bid bond from a New Jersey-authorized surety. The successful bidder must provide a performance bond equal to one hundred percent of the contract amount and obtain a Public Works Contractor Registration Certificate prior to bid submission, as this is a public works project subject to New Jersey prevailing wage requirements. The contract term is fifteen calendar days from notice to proceed. All work must occur during regular business hours, Monday through Friday, 8:00 a.m. to 4:30 p.m., with no work on park commission holidays. A non-mandatory pre-bid meeting is scheduled for September 30, 2026 at 10:00 a.m. at the project site. Questions are due October 1, 2026 at 4:00 p.m., with responses provided by October 2. Bidders must provide spray foam product specifications, manufacturer approval documentation, contractor license and certification, and three references for similar work.
