About this opportunity

The Oregon Department of Transportation (ODOT) is requesting bids for geotechnical drilling, sampling, and in-situ testing services at the Wickiup Junction site as Phase 3 of a joint research project with Oregon State University and Portland State University, with bids due September 24, 2026. This is a federally funded procurement subject to Buy America, Buy America Build America, Cargo Preference Act requirements, and FHWA Form 1273 provisions; no Disadvantaged Business Enterprise participation goal has been assigned, though DBE reporting requirements apply.

Bidders must demonstrate a minimum of three years' experience providing similar drilling and geotechnical testing services and provide three references from contracts completed within the past three years with comparable scope and quantity. The contractor must maintain a licensed Oregon Monitoring Well Constructor as drill operator and furnish all equipment, machinery, tools, supplies, personnel, mobilization, and water delivery; ODOT, OSU, and PSU will not provide construction or testing materials.

The scope includes mud rotary drilling with approximately 400 linear feet of drilling footage to a depth of approximately 200 feet at a site underlain by diatomaceous soils; standard penetration testing, undisturbed Shelby tube sampling, and vane shear testing at approximately 10-foot intervals; and geotechnical hole reports. Work must comply with ASTM standards, Oregon Water Resources Department regulations, OSHA requirements, and applicable state and local environmental laws, including ODOT Best Management Practices for drilling activities with erosion control, spill prevention, and environmental protection measures. The site is located at latitude 43.6966, longitude -121.4786, with access to East and West borehole sites and a mandatory 50-foot buffer from railroad tracks.

Work commences no earlier than September 1, 2026, with final completion by November 17, 2027, excluding a no-work period from November 18, 2026, through March 30, 2027, due to winter weather. Work is limited to daylight hours and excludes state holidays, with weekend work permitted. Compensation is based on fixed unit prices including lump-sum mobilization fees, per-linear-foot drilling charges, per-test charges for SPT and vane shear testing, per-sample charges for Shelby tube samples, per-drum charges for drill cuttings disposal, and hourly standby rates not exceeding eight hours per calendar day. Bids must be submitted electronically through OregonBuys and remain firm for 90 calendar days following bid closing. ODOT intends to post a notice of intent to award within five business days after bid opening.
