EXHIBIT A

SCOPE OF WORK AND TECHNICAL SPECIFICATIONS

The purpose of the work specified herein is to provide drilling, sampling, and in-situ testing as part of a geotechnical investigation at a site known to be underlain by diatomaceous soils. This investigation is being performed in support of settlement and foundation analyses.

All necessary equipment, machinery, tools, lighting, supplies, materials, fuel, mobilization, water, water delivery, setup, site preparation, safety equipment, skilled personnel, and incidentals to perform the specified work shall be provided by the Contractor. No traffic control is required. All explorations shall be at least 50 feet from the railroad tracks (RxR).

At no time shall equipment nor personnel cross RxR tracks, and contractor shall maintain a minimum distance of 50’ from any RxR tracks at all times. Site access will be required to be at locations identified in Exhibit G Figure 1.

The scope of work will include drilling, sampling, and in-situ testing (as appropriate) at the location indicated in Table 1 below. We expect that each 10-ft. drilling interval within diatomaceous layers will contain one undisturbed Shelby tube sample followed by one standard penetration test (SPT) accompanied by a split spoon sample. Vane shear testing (VST) will be performed at approximately 10-ft. intervals. As site conditions allow, vane shear testing will be conducted in each borehole (to be determined in conjunction with the ODOT Project Geologist).

A truck-mounted drill rig will be able to access the drill sites. The in-situ testing will include standard penetration testing (SPT) and VST. Expected site conditions include fill and colluvium (potentially with large cobbles) underlain by diatomaceous silts (from very soft to very stiff) interbedded with volcanic ash, organics, and sand lenses. Soft diatomaceous silts below the shallow groundwater surface will require undisturbed Shelby tube sampling with piston, Osterberg, or similar samplers.

Project Dates Start Date: Not prior to September 1, 2026.

Final Completion Date: November 17th, 2027

No Work Period: November 18th 2026 thru March 30th 2027, due to winter and inclement weather.

As this SOW supports a university research partnership, the date selected for project start must be negotiated with ODOT to ensure each party is present on-site during project work. No work will be performed on holidays. Weekend work may be scheduled to avoid unnecessary demobilization/remobilization expenses.

Utility Search ODOT shall call for and have underground utilities located and marked before any work at the drill sites begins. Some overhead utilities are present at some locations. The Contractor is advised to either call for similar utility locates or coordinate with the ODOT Project/Field Geologist to have ODOT utility call-in ticket numbers transferred into the Contractor’s name, which is to ensure protection from liability that the Contractor may have otherwise. The Contractor shall not drill within three feet of any marked/identified utility.

Drilling At least one and up to two borings will be advanced at the project site (see Figure 1 in Exhibit G for a vicinity map). The total drilling footage is estimated at approximately 400 feet. Subsurface materials at the site are anticipated to be a mixture of sand, silt, and gravel fill material (≈0-50 ft.) over soft to stiff diatomaceous soils (50-250 ft.) with possible sand lenses up to 5 ft thick, and dense sand and gravel (250 ft. and deeper). Drilling may also go through embankment fill composed of sand with trace fine gravel.

The preferred advancement approach is mud rotary drilling with at least a 4” inner diameter cased hole. Mud rotary drilling will be necessary to maintain positive pressure in the borehole when drilling, testing, and sampling below the groundwater table to prevent basal heave. All fluids shall be contained and recirculated to prevent run off and to conserve water. The following shall be available on site in order to obtain high quality Shelby tube samples:

· Side discharge tricone bit.

· Larger drill rods (i.e., NWJ with 2.625” outer diameter) for consistency of borehole diameter.

· Drill fluid with unit weight at least 1.15 times larger than the unit weight of water.

All used drill fluids and cuttings shall be removed and disposed of by the Contractor. The Contractor should be prepared for up to 300 ft. of mud rotary drilling in a borehole.

These borings shall be constructed and abandoned in accordance with the Oregon Water Resources Department (OWRD) rules and regulations. All geotechnical hole reports shall be filled out using the assigned ODOT/PSU/OSU boring number, signed by the licensed driller, and submitted to the OWRD with a copy submitted to ODOT and the OSU Project Manager.

Sampling Undisturbed Shelby tube samples will be extracted (potentially with piston sampler) immediately prior to SPTs within any diatomaceous soil layer. The Shelby tubes will be 3” diameter tubes. One Shelby tube sample will be obtained in each 10-ft. interval of diatomaceous material or at the discretion of ODOT/ PSU/OSU project personnel, as directed. All Shelby tubes shall be sealed with wax after being brought to the ground surface and prior to capping and taping.

Vane Shear Testing (VST) VST will be performed in the diatomaceous soil layers using the boreholes advanced at each site. Tests shall be performed after every other Shelby tube, alternating with virgin SPTs. Note that split spoon samples will be obtained from the vane shear zone (and blow counts recorded) after each VST. Specifically, the order of operations for drilling/sampling/testing will be as follows:

· advance hole;

· acquire undisturbed sample (Shelby or piston sampler, as appropriate);

· vane shear test;

· standard penetration test;

· advance hole;

· acquire undisturbed sample (Shelby or piston sampler, as appropriate);

· standard penetration test;

· repeat.

As site conditions allow, we expect that vane shear testing shall be conducted to the bottom of each borehole. The Drilling Contractor shall be responsible for performing the VST and will provide the system friction, maximum torque, and residual torque for each test to ODOT/PSU/OSU personnel on site.

The Drilling Contractor shall provide and use, as necessary and appropriate, all equipment required for vane shear testing, including but not limited to: a four-bladed vane, protective casing, vane shoe, reaction casing, calibrated torque rods and torque measurement device, centralizers, and friction or slip couplings.

Access to Drill Site Access to the drill site will be via paved road or otherwise improved surface. ODOT/PSU/OSU will acquire all necessary right-of-entry permissions. Figures 1 and 2 in Exhibit G represent access locations (Figure 1) and approximate boring locations in more detail (Figure 2). For the bore hole site locations to the East of the RxR entry will be North after Burgess Road. For West bore hole site locations entry will be to the South off Hwy97.

At no time shall equipment, personnel cross RxR tracks and contractor shall maintain a minimum distance of 50’ from any RxR tracks.

Water Sources and Delivery Water delivery access will be from the available locations as identified and managed by the Drill Contractor. Sufficiently sized and lengths of water delivery pipe/hose/pumps shall be provided by the Drill Contractor to adequately provide water to the drill rigs (see Section 2.11 of the Technical Specifications).

Anticipated Subsurface Conditions The subsurface materials anticipated to be encountered are compacted embankment fill consisting of sand and fine gravel, native soils consisting of sands, gravels, silts, and clays, possibly with occasional cobbles. Upper units will likely consist primarily of colluvium and stream alluvium with deeper units being comprised largely of very soft to stiff diatomaceous soils with occasional sand lenses. Beyond the deep diatomaceous soils, deep dense sand and gravel is expected.. Shallow groundwater may be present in some or all sampling; past cone penetration soundings detected groundwater around 10 feet bgs.

TECHNICAL SPECIFICATIONS
