About this opportunity
The Oregon Department of Transportation (ODOT) is requesting bids for seismic cone penetration testing with pore water pressure measurement (SCPTu) services as part of a joint geotechnical investigation with Oregon State University and Portland State University under ITB S-73000-00018071, with bids due October 15, 2026. This is a federally funded project subject to Buy America and Build America requirements and FHWA Form 1273 provisions, including Davis-Bacon wage determinations and weekly certified payroll submission.
The scope involves advancing three to six SCPTu soundings to depths of approximately 250 feet (750 to 1,500 total penetration feet) at the Wickiup Junction site (US Route 97, Milepost 165.7) in diatomaceous soils. Work includes downhole shear wave velocity measurements at 2.5-foot intervals, pore water pressure dissipation tests, variable rate cone penetration, and OWRD approval of all CPT sounding reports. The contractor must furnish all equipment, machinery, tools, supplies, personnel, mobilization, water delivery, site preparation, safety equipment, and environmental compliance including erosion and sediment control and investigation-derived waste disposal. A minimum 50-foot distance from railroad tracks must be maintained. Work follows a five-day-on, two-day-off schedule with no weekend work preferred but permissible. A no-work period runs November 18, 2026, through March 15, 2027, due to winter weather.
Contract completion is November 17, 2027. Compensation is structured as fixed unit prices across seven line items: administration (lump sum), mobilization (lump sum), five CPT soundings with reports per site, twelve U2 dissipation tests, shear wave velocity testing at 1-meter intervals (65 each), per diem (GSA rates, available when travel exceeds 100 miles and work extends beyond one shift), and CPT overtime (hourly). Monthly invoices are due by the tenth of each month with payment within thirty calendar days; ODOT retains five percent pending final acceptance. Bidders must provide three references for similar work completed within the last three years and meet a three-year minimum experience requirement. Bids are firm for 90 calendar days from closing. ODOT will issue notice of intent to award within five business days of electronic bid opening via Microsoft Teams, with a seven-calendar-day protest period thereafter.
