About this opportunity

The Oregon Department of Transportation is requesting bids for seismic cone penetration testing with pore water pressure measurement (SCPTu) at a site underlain by diatomaceous soils near Wickiup, Oregon under ITB #S-73000-00017636, with bids due September 24, 2026. The project is a joint research initiative with Oregon State University and Portland State University. This is a federally funded contract subject to Buy America and Build America requirements, FHWA Form 1273 provisions, and federal-aid construction standards.

The contractor must provide all necessary testing materials and supplies and perform work on U.S. Route 97 at Milepost 165.7, contained within ODOT right-of-way with access from Burgess Road (north) and Highway 97 (south). Critical safety constraints prohibit vehicles and personnel from crossing railroad tracks or approaching within 50 feet of them. The contractor must comply with ODOT best management practices for drilling operations, including erosion control, spill containment, and environmental protection protocols for work near aquatic resources.

Work commences no earlier than September 1, 2026, with final completion by November 17, 2027, excluding a no-work period from November 18, 2026, through March 30, 2027, due to winter weather. The contract includes nine line items covering administration, mobilization, cone penetrating testing with soundings (5 per site), U2 dissipation tests (12 each), shear wave velocity tests at 1-meter intervals (65 each), per diem, and CPT overtime. Pricing is firm and fixed throughout the contract term; the contractor bears all travel and material expenses with no separate reimbursement. ODOT retains 5% from each invoice and pays within 30 days of invoice receipt.

Bidders must demonstrate a minimum of three years' experience providing similar geotechnical testing services and provide three references from contracts completed within the last three years. Insurance requirements include Commercial General Liability ($1 million per occurrence, $2 million annual aggregate), Automobile Liability ($1 million combined single limit), and Workers' Compensation. Bids are firm for 90 calendar days. Bidders must certify non-debarred status, compliance with federal nondiscrimination and prevailing-wage requirements, and adherence to multiple statutory certifications. The apparent successful bidder must submit certificates of insurance, W-9 form, and a Responsibility Inquiry form before contract execution.
