EXHIBIT A
SCOPE OF WORK AND TECHNICAL SPECIFICATIONS
The purpose of the work specified herein is to provide seismic cone penetration testing with pore water pressure measurement (SCPTu) as part of a geotechnical investigation at a site known to be underlain by diatomaceous soils. This investigation is being performed in support of settlement and foundation analyses.
All necessary equipment, machinery, tools, lighting, supplies, materials, fuel, mobilization, water, water delivery, setup, site preparation, safety equipment, skilled personnel, and incidentals to perform the specified work shall be provided by the Contractor. No traffic control is required at the site. All explorations shall be at least 50 feet from the railroad.
At no time shall equipment nor personnel cross RxR tracks, and contractor shall maintain a minimum distance of 50’ from any RxR tracks at all times. Site access will be required to be at locations identified in Exhibit G Figure 1.
The scope of work will include advancing SCPTu soundings at the location indicated in Table 1 below. As site conditions allow, testing will be conducted to the depth indicated in Table 1 for each sounding (to be determined in conjunction with the ODOT Project Geologist).

A truck-mounted cone penetration testing (CPT) rig will be able to access the site. We expect that at least three and up to six SCPTu soundings will be performed. Expected site conditions include fill and colluvium (potentially with large cobbles) underlain by diatomaceous silts (from very soft to very stiff) interbedded with volcanic ash, organics, and sand lenses. Pre-drilling is not anticipated to be required to advance through surficial materials, however, if refusal is reached with 50 feet of the surface, the profile location may need to be re-located several feet.

Project Dates
Start Date: Not prior to September 1, 2026.
Final Completion Date: November 17th, 2027
No Work Period: November 18th 2026 thru March 30th 2027, due to winter and inclement weather.
As this SOW supports a university research partnership, the date selected for project start must be negotiated with ODOT to ensure each party is present on-site during project work. No work will be performed on holidays. Weekend work may be scheduled to avoid unnecessary demobilization/remobilization expenses.
Utility Search ODOT shall call for and have underground utilities located and marked before any work at the drill sites begins. Some overhead utilities are present at some locations. The Contractor is advised to either call for similar utility locates or coordinate with the ODOT Project/Field Geologist to have ODOT utility call-in ticket numbers transferred into the Contractor’s name, which is to ensure protection from liability that the Contractor may have otherwise. The Contractor shall not drill within three feet of any marked/identified utility.
Seismic Cone Penetration Sounding with Pore water Pressure Dissipation (SCPTu) At least three and up to six soundings will be advanced at the project site (see Figure 1 for a vicinity map), as described below and as directed by ODOT/PSU/OSU project personnel. The total penetration footage is estimated at approximately 750 to 1500 feet. Subsurface materials at the site are anticipated to be a mixture of sand, silt, and gravel fill material (≈0-50 ft.) over soft to stiff diatomaceous soils (50-250 ft.) with possible sand lenses up to 5 ft thick, and dense sand and gravel (250 ft. and deeper). Sounding locations may also go through embankment fill composed of sand with trace fine gravel.
Soundings shall be performed and abandoned in accordance with the Oregon Water Resources Department (OWRD) rules and regulations. All CPT data reports shall be filled out using the assigned ODOT/PSU/OSU sounding number, signed by the licensed operator, and submitted to the OWRD with a copy submitted to the ODOT/PSU Project Manager.
Downhole shear wave velocity measurements shall be performed during testing. The contractor will provide a seismic source for generating waves at the ground surface and an instrumented cone containing the receiver(s) necessary (e.g., geophone(s)) to detect shear wave arrival times.
Pore water pressure dissipation tests shall be performed as directed by ODOT/PSU/OSU project personnel. Due to anticipated high excess pore water pressure conditions, it may be necessary in some instances to advance the cone at a rate that is less than the standard 2 cm/s, at the discretion of the ODOT/PSU/OSU representatives.
Variable rate cone penetration tests shall be performed in at least one sounding in the diatomaceous soils. The penetration rate shall range from 0.02 cm/s to 20 cm/s for a given penetration interval. The penetration velocity and depth interval shall be directed by ODOT/PSU/OSU representatives.
Special Note: In previous site investigations involving diatomaceous soils at this site, observed pore water pressures have ranged from under 100 psi to over 250 psi. It is the Contractor’s responsibility to provide a cone penetrometer with pore pressure transducer(s) capable of measuring up to 500 psi at the necessary resolution (typ. ≈0.001 psi).
Access to Project Site Access to drill sites will be via dirt road or otherwise improved surface. ODOT/PSU/OSU will acquire all necessary right-of-entry permissions. Figures 1 and 2 in Exhibit G show the project site in more detail.
At no time shall equipment, vehicles, nor personnel cross RxR tracks and contractor shall maintain a minimum distance of 50’ from any RxR tracks at all times.
Water Sources and Delivery Water delivery access will be from the available locations as identified and managed by the Contractor. Sufficiently sized and lengths of water delivery pipe/hose/pumps shall be provided by the Contractor as necessary (see Section 2.10 of the Technical Specifications).
Anticipated Subsurface Conditions The subsurface materials anticipated to be encountered are compacted embankment fill consisting of sand and fine gravel, native soils consisting of sands, gravels, silts, and clays, possibly with occasional cobbles. Upper units will likely consist primarily of colluvium and stream alluvium with deeper units being comprised largely of very soft to stiff diatomaceous soils with occasional sand lenses. Beyond the deep diatomaceous soils, deep dense sand and gravel is expected. Soundings will be complete when either the rig capacity is exceeded or the deep sand and gravel is encountered. Shallow groundwater may be present in some or all soundings; past soundings detected groundwater around 10 feet bgs.
TECHNICAL SPECIFICATIONS
