About this opportunity
The Oregon Department of State Lands (DSL) is seeking a contractor to conduct comprehensive northern spotted owl surveys within the 83,000-acre Elliott State Research Forest (ESRF) as part of their habitat conservation plan (HCP) commitments. The project requires establishing approximately 665 survey stations with six survey visits per station, conducting a minimum of 22 daytime site visits to known activity centers, and providing detailed documentation including biweekly survey plans, monthly status updates, and end-of-season reports. Key personnel requirements include a field coordinator with a four-year degree and experience coordinating four projects, a dedicated crew leader with biological survey experience, and field surveyors with appropriate academic or field experience credentials. All survey personnel must have excellent hearing (0-25 dB hearing thresholds) and color vision. The work period spans from March 1, 2026, through September 30, 2026, with a mandatory pre-proposal conference on November 7, 2025, at 10:00 AM PST and proposal submissions due November 20, 2025, at 2:00 PM PST. The evaluation criteria totals 100 points, with 35 points for project experience, 35 points for key personnel qualifications, and 30 points for pricing, with points allocated based on comparative pricing submissions.
The state encourages participation from certified disadvantaged business enterprises, including minority-owned businesses, women-owned businesses, service-disabled veteran-owned businesses, and emerging small businesses. The contract has an initial one-year term with potential renewals up to a cumulative maximum of 10 years. Proposers must submit a comprehensive price proposal that includes fully loaded costs for project management, with separate line items for personnel, travel, supplies, and overhead. Pricing must be provided for specific activities including activity center searches, calling station visits, daytime follow-up visits, walk-in surcharges, annual summary reports, data entry, and autonomous recording unit (ARU) deployment and processing. The Notice of Intent to Award is anticipated for December 30, 2025, with the expectation of establishing a contract that supports ongoing northern spotted owl and barred owl population monitoring within the Elliott State Research Forest.
