About this file
This is an addendum to a Request for Proposal issued by the Oregon Department of State Lands for the Elliott State Research Forest Northern Spotted Owl Survey. Addendum No. 1 corrects an administrative error in the original RFP documentation. The RFP number was incorrectly listed as S-14100-00014717 on the issued document and has been corrected to S-14100-00015085. The survey project requires establishing approximately 665 survey stations with six survey visits per station, conducting a minimum of 22 daytime site visits to known activity centers, and providing comprehensive documentation including biweekly survey plans, monthly status updates, and end-of-season reports. The work period spans from March 1, 2026, through September 30, 2026. A mandatory pre-proposal conference is scheduled for November 7, 2025, at 10:00 AM PST, with proposal submissions due November 20, 2025, at 2:00 PM PST. The Notice of Intent to Award is anticipated for December 30, 2025. The contract includes an initial one-year term with potential renewals up to a cumulative maximum of 10 years.
Key personnel requirements include a field coordinator with a four-year degree and experience coordinating four projects, a dedicated crew leader with biological survey experience, and field surveyors with appropriate academic or field experience credentials. All survey personnel must have excellent hearing with thresholds between 0-25 dB and normal color vision. Evaluation criteria totals 100 points, with 35 points allocated for project experience, 35 points for key personnel qualifications, and 30 points for pricing based on comparative submissions. The state encourages participation from certified disadvantaged business enterprises, including minority-owned businesses, women-owned businesses, service-disabled veteran-owned businesses, and emerging small businesses. Price proposals must include fully loaded costs for project management with separate line items for personnel, travel, supplies, and overhead, with specific pricing for activity center searches, calling station visits, daytime follow-up visits, walk-in surcharges, annual summary reports, data entry, and autonomous recording unit deployment and processing.
