About this opportunity

The City of Sulphur Springs is seeking qualified general contractors to construct a new sports pavilion at Pacific Park through a Texas Parks and Wildlife Department (TPWD) grant. The procurement involves comprehensive construction services including structure, foundation, surfacing, subgrade preparation, court striping, equipment installation, lighting, electrical work, and associated materials and labor. Contractors must provide detailed documentation including a bid form, statement of qualifications, non-collusion affidavit, conflict of interest questionnaire, and proof of system for award management record. The pre-bid meeting is scheduled for Thursday, May 12th at 10:30 A.M., with bid submissions due on Tuesday, May 24th, 2022, at 10:00 A.M. Contract award is set for Tuesday, June 7, 2022, with the project located at 413 E. Beckham St., Sulphur Springs, Texas. Evaluation criteria will likely include contractor qualifications, technical capabilities, and compliance with detailed project specifications outlined in the construction plans.

The solicitation does not explicitly indicate specific set-aside designations or restrictions for disadvantaged enterprises. Contractors must provide comprehensive insurance coverage as mandated by the State of Texas, including general liability, auto, and worker's compensation. For contracts totaling $50,000 or more, a payment bond is required, and contracts over $100,000 must include both payment and performance bonds. Bid security of 5% is required for bids exceeding $100,000. While specific budget ranges are not detailed, the project involves constructing a multi-court sports pavilion with basketball and volleyball court provisions. The procurement is federally funded through TPWD, which means bidders must comply with federal and state requirements, including civil rights laws, equal opportunity clauses, and anti-lobbying certifications. As the project is part of a larger park development, potential contractors should be prepared for comprehensive construction services that may involve integration with existing or future park infrastructure.
