About this opportunity
The Kentucky Energy and Environment Cabinet is solicuing proposals for exhibitor sponsorships at the 2025 Governor's Conference on Energy & the Environment scheduled for October 20-21, 2025. This is an in-person event anticipated to attract 250+ attendees including industry leaders, government representatives, university professionals, and members of the public, featuring panel sessions, keynote speakers, exhibits, and a pre-conference workshop. The Cabinet will select up to a maximum of 15 exhibitors to participate in the conference. Proposals must be submitted electronically via MOVEit secure file transfer no later than 3:30 p.m. EDT on Friday, September 5, 2025, with no site visits or bidders' conferences scheduled. Each sponsorship package includes one exhibit space with covered table, two chairs, wastebasket, electricity upon request, WiFi, listing in conference materials, and one full conference registration, with options to purchase additional tables and attendee registrations. Evaluation will be conducted by an EEC committee based on responsiveness to solicitation requirements (20 points), sponsor background and compatibility with the Cabinet's mission (20 points), and sponsorship response quality including exhibit description and alignment with energy, environment, and economic development priorities (60 points). Proposals must score at least 50 of 100 possible points to be considered for award, and selected sponsors must remit full payment within 30 days of notification.
The Cardinal Level sponsorship is priced at $850 for corporate entities and $450 for non-profit organizations, universities, and government entities, representing the primary cost structure for participation. There are no identified set-asides or restrictions limiting which types of organizations can respond, though all sponsors must comply with Kentucky tax, wage, safety, and workers' compensation laws and provide a Certificate of Authority from the Kentucky Secretary of State demonstrating authorization to conduct business in the Commonwealth. Prospective exhibitors and sponsors must submit a completed Technical Proposal Form (Attachment A) along with mandatory supporting documentation including a notarized Affidavit for Bidders, Offerors, and Contractors (Attachment B) and the signed solicitation page, with the affidavit remaining effective for one year from the date of execution. The technical response requires bidders to disclose any deviations from RFP requirements, provide background information on the company including date established and business type (maximum 150 words), describe their exhibit offerings (maximum 75 words), explain their interest in sponsoring the conference (maximum 150 words), and articulate their position on the importance of energy, environment, and economic development in the Commonwealth (maximum 150 words). No incumbent vendors are identified, and bidders are encouraged to reference the KYE3 strategic document available at eec.ky.gov for guidance regarding Kentucky's energy, environment, and economic development priorities. Barry Stigers (502-782-0345, Barry.Stigers@ky.gov) serves as the sole point of contact for inquiries regarding this solicitation.
