About this opportunity

The West Virginia Department of Environmental Protection, Office of Oil and Gas, is soliciting bids through an Agency Request for Quote (ARFQ DEP24-54) for the Spencer Allen Well Plugging Project (API# 47-017-00154) located in Doddridge County near West Union, West Virginia. This construction and reclamation procurement requires comprehensive plugging and site remediation services for an abandoned oil and natural gas well located at 1463 Rock Run Road with a total depth of 2,882 feet. The scope of work encompasses 54 line items including rig and crew services (120 hours), mobilization and demobilization, site preparation and grubbing, equipment rentals (vacuum trucks, bulldozers, excavators, skid steers), specialized well tools (power tongs, casing knives, fishing tools), materials (casing, tubing, drill pipe, drill bits, cement), waste disposal services, environmental protection items (silt fence, absorbent booms and pads), site reclamation with topsoil and culverts, and limestone gravel (500 tons). The contractor must provide all equipment, materials, labor, and professional services in accordance with West Virginia Code 22-6-23 and 24, with work performed Monday through Friday during standard business hours (maximum 10 hours per day), and must maintain a minimum three-person crew. The mandatory pre-bid meeting was held on February 7, 2024, at 11:00 a.m. Eastern time at the project site, with attendance required for bid eligibility; the technical question deadline is February 15, 2024, at 4:00 p.m. Eastern time; and sealed bids are due February 27, 2024, at 10:30 a.m. through the wvOASIS Vendor Self Service portal. The contract is a fixed-price engagement with a 90-day completion requirement from notice to proceed, and vendors must submit unit pricing for each line item with pricing remaining firm for the contract duration.

Qualified bidders must hold a valid West Virginia contractor's license, provide a Drug-Free Workplace Affidavit, submit a bid bond equal to 5% of the total bid amount from a surety licensed in West Virginia, and obtain performance and labor/material payment bonds each equal to 100% of contract value prior to award. All vendors must maintain Commercial General Liability and Automobile Liability Insurance with limits of $2,000,000 for bodily injury and property damage per occurrence, along with Workers' Compensation Insurance. The Local Labor Market Hiring Requirement mandates that employers hire at least 75% of employees from the local labor market, and the contract is not subject to Davis-Bacon wage rates. Immediate bid disqualification grounds include failure to attend the mandatory pre-bid meeting, failure to provide valid bid bonds, late bid submission, federal or state debarment, or outstanding environmental enforcement actions; additional disqualification criteria before award include unresolved debt to the state and workers' compensation delinquency. No set-aside designations for disadvantaged enterprises, incumbent contractors, or specific award values are identified in the solicitation documents. Liquidated damages of $1,000 per working day apply for contract delays beyond the 90-day period, excluding approved winter shutdowns or Department-approved extensions, and the contract is contingent upon legislative appropriation or alternative funding availability.
