About this opportunity

Greenville County is seeking sealed electronic proposals for Speed Hump Installation Services through RFP #22018, targeting the installation of twenty-nine speed humps on various county roads on an as-needed basis. The procurement is structured as a one-year contract with potential for four additional annual renewals, designed to address the county's infrastructure safety needs. Prospective contractors must be General Contractors with an Asphalt Paving (AP) General Contractor's License and demonstrate comprehensive qualifications including company background, staffing organizational charts, project experience, and references. Proposals are due electronically on Tuesday, November 16, 2021, at 3:00 pm through the county's online procurement portal, with proposal reviews planned between November 16-23, 2021, and a tentative award date of November 23, 2021. The county will evaluate proposals using four equally weighted criteria: responsiveness to RFP, previous project experience, cost, and references, with each criterion scored on a 0-5 point scale. Contractors must comply with safety regulations, insurance provisions, local and state laws, and provide evidence of compliance with the Illegal Immigration Reform Act.

The contract does not specify specific set-aside designations for disadvantaged enterprises, and no incumbent vendors are mentioned in the documentation. Insurance requirements are comprehensive, including $1,000,000 per occurrence for Comprehensive General Liability, $1,000,000 for Automobile Liability, and Statutory Worker's Compensation. While a specific budget range is not explicitly stated, the contract allows for ongoing speed hump installations beyond the initial 29 units, suggesting potential flexibility in project scope. The county will provide right of entry for the contractor and their equipment, and payment terms indicate invoices will be submitted upon service completion, with payment due upon receipt and considered past due after 30 days. The contract is subject to non-appropriation clauses, meaning it can become null and void if funds are not appropriated in the current or subsequent fiscal years, with the county only obligated to pay for services completed to its satisfaction.
