About this opportunity

The City of Miami Beach is procuring a comprehensive school zone speed detection system (SDS) through Request for Proposals (RFP) 2025-210-DF, seeking a vendor to provide, install, and monitor speed detection cameras in up to six initial school zone locations. The procurement is authorized by Section 316.008(9), Florida Statutes, enacted in July 2023, which allows municipalities to enforce school zone speed limits for violations exceeding 10 miles per hour over the posted limit. The selected vendor must implement the SDS in full compliance with Florida State Statutes 316.0776 and 316.008(9), providing all necessary equipment, installation, and monitoring services at no direct cost to the City. The contract will operate on a revenue-sharing model, where the vendor will retain a percentage of citation revenues while the City receives $60 per $100 citation. Key deliverables include comprehensive camera system installation, real-time monitoring, data retention, reporting capabilities, and adherence to all local, state, and federal regulations. A pre-proposal conference is scheduled for February 14, 2025, at 11:00 am ET, with proposal responses due on March 21, 2025, at 3:00 pm ET. Proposals will be evaluated according to criteria outlined in Section 0400, with emphasis on technical capabilities, compliance, and revenue-sharing arrangements.

The RFP does not explicitly detail set-aside designations or specific restrictions on respondent organizations. The procurement appears open to qualified vendors with demonstrated expertise in traffic monitoring and speed detection technologies. Nine proposals were previously received and evaluated, with Modaxo Traffic Management USA Inc. emerging as the top-ranked proposer, followed by Sensys Gatso USA, Inc. and Jenoptik North America, Inc. The contract will have an initial three-year term with options for two one-year renewals, providing potential long-term engagement for the selected vendor. While specific budget ranges are not explicitly stated, the revenue-sharing model suggests the financial opportunity is tied directly to citation volumes in the designated school zones. The system must integrate with existing municipal infrastructure and provide robust reporting mechanisms, including detailed evidence management and compliance with FDOT specifications. Vendors must demonstrate capability to handle all aspects of the program, including equipment provision, signage installation, public awareness campaigns, and potential court testimony related to speed detection violations.

Opportunity text

BACKGROUND. In 2023, the State of Florida Legislature enacted Section 316.008(9), Florida Statutes, effective on July 1, 2023, pertaining to the use of speed detection systems ("SDS") to enforce speed limits in school zones. The statute authorizes counties and municipalities to place or install, or contract with a vendor to place or install, SDS to enforce school zone speed limits for violations in excess of 10 miles per hour over the applicable speed limit; and to enforce the posted speed limit at other times during the entirety of the school session. Sec. 316.008(9), Florida Statutes, authorizes municipalities to enact an ordinance regarding the placement or installation of SDS upon determining that the location of such system(s) warrant additional enforcement action based on traffic data and/or other evidence supporting the need for SDS in such location(s). In accordance with the statute, on April 3, 2024, the City Commission enacted an ordinance governing the deployment of SDS within the City (see Attachment E). PURPOSE. The City of Miami Beach is requesting proposals from qualified Bidders for a school zone SDS program in accordance with Sec. 316.008(9), Florida Statutes. The Bidder shall provide and install all equipment and monitor the camera system for violations. The equipment and monitoring will be provided at no cost to the City with revenue sharing of any collections. The Bidder must implement school zone speed detection systems in accordance with Florida State Statute 316.0776, 316.008(9), and all applicable other laws, ordinances, and administrative orders. Further details and requirements are included in Attachment A. 3.1 Interested Parties. Interested parties are invited to submit proposals in accordance with Section 0300. A Pre-proposal conference will be held in accordance with Section 0100, Sub-sections 4 and 6. All proposals will be evaluated in accordance with the criteria found in Section 0400.
