About this opportunity
Florida Keys Electric Cooperative Association, Inc. (FKEC) is requesting proposals on a not-to-exceed cost basis for replacement of insulators and reframing on an 11-mile segment of 138 kV Transmission Line #5 spanning 179 poles from Tavernier Substation (Mile Marker 91.6) to Islamorada Substation (Mile Marker 80.5), with proposals due October 26, 2026 at 2:00 p.m.
The scope encompasses reframing 169 of 179 structures to adjust phase spacing: 135 concrete poles requiring pole-mounted steel brackets and 34 steel poles requiring field drilling modifications. Work includes removal and installation of 598 insulators across six categories and field drilling of 142 holes per specification. All work must be performed while the transmission line remains energized. The contractor supplies labor, tools, equipment, supervision, project management, traffic control coordination, and work plan development while FKEC provides all materials listed in the bill of materials, temporary and permanent splice materials if needed, live-line training, and galvanized steel pole coating. The contractor must coordinate all permits for Maintenance of Traffic and Temporary Traffic Control, including pre-construction FDOT meetings, and adhere to FDOT requirements and FKEC work blackout dates.
Evaluation weighs project cost (40%), proposed schedule (30%), work plan details including traffic control (20%), and past performance (10%). A bid bond equal to 5% of the not-to-exceed bid price is required. The selected contractor must execute a Firm Fixed Price agreement and comply with all applicable federal laws and FEMA requirements under 2 C.F.R. Part 200, including debarment certifications, lobbying certifications, drug-free workplace requirements, and public entity crime statements.
Questions are due October 19, 2026 at 2:00 p.m. Intent to award is anticipated by November 5, 2026, with project completion anticipated by December 31, 2027. Site visits are permitted upon request via email to procurement@fkec.com.
