About this file
This addendum document supplements the bid package for Florida Keys Electric Cooperative Association, Inc.'s (FKEC) transmission line project, providing detailed pole drawings for the 138 kV Line #5 reframing and insulator replacement work spanning from Tavernier to Islamorada. The addendum contains technical drawings and specifications for poles 604 through 630 within the 11-mile, 179-pole project segment. These drawings serve as construction reference materials for the 169 poles requiring reframing modifications—specifically the 135 concrete poles needing pole-mounted steel brackets and 34 steel poles requiring field drilling modifications. The document is essential for contractors to understand the structural configurations and engineering requirements for each pole location during the bidding phase. Responses to the original solicitation were due October 26, 2026 at 2:00 p.m., with questions due by October 19, 2026 at 2:00 p.m. Intent to award was anticipated by November 5, 2026, and project completion is targeted for December 31, 2027.
This addendum represents a modification to the original contract specifications and does not alter the core contract terms, pricing structure, or evaluation criteria. The project remains a Firm Fixed Price, not-to-exceed cost agreement with evaluation weighted toward project cost (40%), proposed schedule (30%), work plan and traffic control details (20%), and past performance (10%). A bid bond equal to 5% of the not-to-exceed bid price is required. The contractor is responsible for providing labor, tools, equipment, supervision, and project management, while FKEC supplies all materials, temporary and permanent splice materials as needed, live-line training, and galvanized steel pole coating. All work must be completed while the transmission line remains energized, and the contractor must coordinate all permits for Maintenance of Traffic and Temporary Traffic Control, including pre-construction meetings with the Florida Department of Transportation.
