About this opportunity

The Rhode Island Department of Corrections (RIDOC) is requesting quotations for specialty and miscellaneous paper products and related services to supply the Rhode Island Correctional Industries Print Shop, with quotes due September 17, 2026 at 3:00 PM EDT. A minimum 15% minority business enterprise (MBE) participation is required under Rhode Island law.

The scope encompasses 33 line items of paper stocks (20 lb to 100 lb cardstock in multiple sizes and colors), envelopes (#7, #9, #10 in various styles), and carbonless NCR forms in multiple parts. Estimated quantities are substantial — for example, 476,000 cartons of 8.5×11" 60 lb paper and 525,000 cartons of #10 window envelopes. The print shop exclusively serves Rhode Island Correctional Industries' professional printing and production program supporting state colleges, universities, and state agencies. All pricing must be quoted as firm unit prices on an F.O.B. Destination basis with inside delivery included at no additional cost. Vendors must certify that quoted prices represent the absolute lowest pricing offered to comparable print shop customers for identical products and commit to making all new product lines introduced by manufacturers during the contract term available at the same discount rates established in the original bid.

The initial contract period commences approximately September 2026 for three years with potential renewal options for up to two additional 12-month periods based on vendor performance and fund availability. Deliveries are directed to the DOC Central Distribution Center at 25 Power Road, Cranston, Rhode Island 02920, Monday through Friday 7:00 AM to 2:00 PM, on 48"×40" pallets with bar-coded shipping cases. Delivery must occur within 40 days of order date. Awarded vendors must maintain general liability insurance of $1 million combined single limit, workers compensation of $100,000, and automobile liability of $1 million. A 0.33% contract administrative fee will be withheld from vendor invoices. Vendor questions are due September 3, 2026. Responses must be submitted electronically through Ocean State Procures; mailed, faxed, emailed, or hand-delivered proposals will not be accepted.
