About this opportunity

The City of Long Beach, Technology and Innovation Department is requesting bids for specialty paper products for office services under ITB TI-26-673, with bids due December 17, 2025 at 11:00 a.m. The City reserves the right to award to one or more vendors and will apply a local preference of up to 10% reduction in bid price evaluation for Long Beach-based businesses holding current business licenses and seller's permits.

The scope includes 44 line items of specialty paper and related supplies: bond paper in multiple weights and sizes (letter, ledger, legal); cover stock in smooth, gloss, and silk finishes; NCR form stocks in 1–5 part configurations; Astrobrights colored paper; door hangers; acetate and vinyl covers; business card boxes; hot tape binding strips; chipboard; and index tabs with and without mylar coating. Recycled content is mandated—printing and writing paper must contain at least 30% postconsumer fiber, toilet paper at least 45%, paper towels at least 40%, and other products at specified percentages. The contractor must demonstrate 98% order fulfillment rates, deliver standard orders within three business days and rush orders within 24 hours, maintain 95% inventory availability for core products, and provide responsive customer service with dedicated account management and quarterly business reviews. All pricing must be firm for the contract term and include shipping, handling, unloading, pick-up, and inside delivery to Long Beach locations; no restocking fees, service fees, minimum orders, fuel surcharges, or miscellaneous fees are permitted.

The contract term is two years with three optional one-year renewals, for a maximum of five years. The City pays invoices within 30 calendar days of billing. Questions are due November 19, 2025 at 11:00 a.m., with Q&A responses posted December 3, 2025. A Notice of Intent to Award identified Kelly Spicers Inc. (Santa Fe Springs, California) and Liberty Paper (Los Angeles, California) as the lowest responsive bidders; award is pending final approval.
