About this opportunity
The City of Long Beach Department of Technology and Innovation is seeking one or more vendors to supply specialty paper products for office services under ITB TI-25-600, with bids due September 24, 2025 at 11:00 a.m. A local-vendor preference applies: qualifying businesses maintaining a principal place of business within Long Beach and holding a current City business license receive five percentage-point credit; those operating from a brick-and-mortar or non-residential commercial location receive an additional five points.
The scope covers white letter (8 × 11), legal (8 × 14), and ledger (11 × 17) copy paper in 20-pound weight; colored copy paper in blue, green, canary, goldenrod, and pink; and perforated paper. All paper must comply with the City's Recovered Organic Waste Product and Paper Procurement Policy, requiring at least 30 percent post-consumer recycled content; virgin copy paper may be purchased only if recycled-content sourcing is infeasible. Delivery is to a single location at 411 West Ocean Boulevard, Sublevel 1, Long Beach, California 90802, with weekly or bi-weekly ordering frequency. Vendors must meet a 98% order-fulfillment rate, deliver standard orders within three business days, fulfill rush orders within 24 hours, maintain 95% inventory availability for core products, and respond to customer inquiries within two hours with resolution within one business day.
The contract term is two years with an option to renew for three additional one-year periods, not to exceed five years total. Pricing must be firm for the contract term and must include shipping, handling, unloading, inside delivery, and all other costs; no fuel surcharges, restocking fees, or service charges are permitted. The award will be made to the lowest responsible and responsive bidder. An optional pre-bid meeting is scheduled for August 13, 2025 via Microsoft Teams. Questions and approved-equals requests are due August 27, 2025 at 11:00 a.m., with responses posted September 10, 2025. Vendors must certify compliance with debarment, equal-benefits, and local-preference requirements and submit the signed acknowledgment of Addendum No. 1.
