About this file
This is a Local Preference Program provision document issued by the City of Long Beach for use in solicitation processes. The attachment establishes the eligibility criteria and application requirements for businesses seeking local preference credit in the City's competitive bidding processes. Eligible businesses must maintain their principal place of business within City of Long Beach limits and possess a current City business license and seller's permit, if applicable. Businesses claiming local preference must request the preference in the designated attachment and provide copies of required documentation with their solicitation package.
The local preference structure provides five extra credit percentage points to all qualifying local businesses, with an additional five percentage points available to local businesses operating from a brick and mortar or non-residential commercial location. Bidders must certify their eligibility by selecting yes or no on the form and cannot leave this section blank. Those selecting yes must attach a current, valid City of Long Beach business license showing a place of business within city limits and a current, valid seller's permit showing a place of business within city limits, if applicable. The form requires bidders to provide their business license number, seller's permit number if applicable, the address associated with the business license, and specification of whether the location is brick and mortar/commercial/non-residential or residential. The certifying official must sign and date the form.
