About this opportunity

The State of Oregon, Department of Administrative Services, has approved Amendment No. 1 to Special Procurement #REQ-DASOBO-00174921 extending Public Health Pharmacy Benefits Management and Medication Therapy Management services for people living with HIV through February 28, 2029, with a seven-calendar-day protest period open through approximately October 1, 2026. This is a notice of approval, not a solicitation.

The amendment continues the existing contract with Ramsell Corporation (Contract No. PO-DASOBO-00004646, formerly OHA-147854) on behalf of the Oregon Health Authority to support the CAREAssist program, Oregon's AIDS Drug Assistance Program serving low-income individuals with HIV. Services include medication therapy management, real-time eligibility validation, claims adjudication, pharmaceutical rebate processing, drug utilization review, auditing, business continuity planning, and pharmacy network contracting. The amendment adds new scope requiring the contractor to negotiate and execute pharmacy agreements with retail and specialty pharmacies to maintain client medication access.

The total estimated cost for the amendment period (March 1, 2026 through February 28, 2029) is $10,090,000: $15,000 for March through February 28, 2027; $5,000,000 for fiscal year 2027–2028; and $5,075,000 for fiscal year 2028–2029. The cumulative estimated cost of the full contract following this amendment is $62,010,000. Funding derives from federal grant dollars, program income from insurance reimbursements, and pharmaceutical rebates, with insurance reimbursements supporting approximately 80 percent of operating costs.

The existing contract history dates to 2016 with no prior protests. The Oregon Health Authority is simultaneously conducting a formal Request for Information expected to post in Q4 2026 to assess current market conditions and inform future procurement. Protests must be submitted to the Oregon Department of Administrative Services, Executive Building, 155 Cottage Street NE, Salem, OR 97301, or via email to egs.pscustomercare@das.oregon.gov. Contact Jay Jung at Jay.Jung@das.oregon.gov or 971-283-0023 for questions.
