About this opportunity

The Oregon Department of Education (ODE) is conducting a Special Procurement for Coaching Services to support the state's Intensive Program, specifically targeting school districts with the highest needs. The procurement aims to establish a pool of qualified contractors called "Stewards" who will provide coaching services in three distinct categories: Leadership Stewards, Teaching and Learning Stewards, and Community Stewards. These Stewards will support districts' Student Success Teams in implementing school improvement initiatives, with services focused on education leadership, teaching and learning, and community engagement. The procurement will initially reinstate contracts with eight existing stewards and authorize the addition of up to thirty additional stewards through a competitive Request for Application (RFA) process. The RFA will be posted on OregonBuys for ongoing recruitment throughout the special procurement period, with the contract term extending from August 1, 2025, through August 31, 2033. ODE previously attempted to identify qualified contractors through two separate Requests for Proposals, which yielded only one viable contract, necessitating this alternative procurement approach.

The special procurement has a total estimated budget of $12,000,000, with compensation not to exceed $140,000 per steward role annually. The eight existing stewards currently under contract include Feicke Consulting, Inc.; High Desert Education Service District; OMNIS, LLC.; WeiWei Adventures, LLC.; Sarah Rosman, LLC.; Kenneth J. Parshall, Inc.; Umatilla School District; and Houghton Mifflin Harcourt Publishing Company. An additional contractor, Laura Kanter Fellows, was recently added through an amendment to the original procurement. The procurement was approved by the Department of Administrative Services, State Procurement Services on October 1, 2025, with retroactive application to August 1, 2025. Potential protesters have seven calendar days from the first date of public notice to submit written protest materials to the State Chief Procurement Officer. Questions regarding the special procurement can be directed to Tim Beaver, Senior Contracting Officer at the Oregon Department of Education, at 971-208-0222 or tim.beaver@ode.oregon.gov. The procurement is processed under Oregon Revised Statutes 279B.085(5) and 279B.400 and applicable Oregon Administrative Rules.
