About this opportunity
The Oregon Department of Administrative Services, State Procurement Services is extending a statewide Special Procurement for motor vehicle repair and maintenance services across 18 state agencies, with a mandatory seven-day protest window closing July 13, 2026 — this is a notice of approval, not a solicitation for new bids.
The amendment (REQ-10700-00178703, Amendment 1) extends the existing cooperative purchasing agreement through August 31, 2036, a ten-year term. The scope includes repair, maintenance, diagnostics, and replacement-parts installation at approved vendors and dealerships throughout Oregon, covering preventative and major maintenance, tire services, glass repair, auto body and collision repair, locksmith services, towing, air conditioning, brake systems, electrical systems, suspension service, and medium/heavy truck maintenance. The state operates only one in-house maintenance facility in Salem and currently maintains business relationships with over 700 active vendors across Oregon.
The estimated total contract value is $42 million over the ten-year extension period, averaging $4.2 million annually based on fiscal years 2023–2025 spend data. The term begins September 1, 2026.
Participating agencies include the State Police, Department of Forestry, Department of Transportation, Department of Corrections, and Oregon Health Authority, among others. DAS Fleet & Parking Services administers the Approved Vendor List through an open, continuous opportunity on OregonBuys; vendors may apply at any time during the contract period and are evaluated using Best Value Analysis considering vendor location, price, and availability.
Vendors must maintain Garage Liability Insurance of $1 million (premises with 50 or fewer vehicles) or $2 million (51 or more vehicles), plus Workers' Compensation Insurance with the State named as additional insured. Auto body vendors must use OEM parts for vehicles under one year old or 20,000 miles and submit estimates with photographic documentation before beginning work. Vendors must comply with Oregon tax law and submit invoices within 30 days of delivery. Preference is stated for ASE or factory-certified technicians and ASE business certification.
Protests on legal or factual grounds must be filed within seven calendar days with the State Chief Procurement Officer at 1225 Ferry Street SE, Salem, OR 97301, or by email to egs.pscustomercare@das.oregon.gov. Contact: Jordan Sim, 541-375-5154.
