About this file
This is a Special Procurement Amendment Request filed by the Department of Administrative Services, State Procurement Services (DAS SPS) on behalf of DAS Fleet & Parking Services and 17 state agencies including the State Police, Department of Forestry, Department of Transportation, Department of Corrections, Oregon Health Authority, and others. The amendment seeks to extend an existing Special Procurement (REQ-10700-00178703, originally SP-848-16) for repair and maintenance services for motor vehicles owned and managed by DAS Fleet and participating state agencies. The services include repair, maintenance, and installation of replacement parts at approved vendors and dealerships throughout Oregon. The contract extension period runs from September 1, 2026, through August 31, 2036 (10 years), with an estimated total cost of $42,000,000. DAS SPS will maintain an Approved Vendor List through an open opportunity posted on OregonBuys, allowing vendors to apply at any time during the contract period. Vendors will be selected using a Best Value Analysis process that considers vendor location, price, and availability. A mandatory seven-day public notice period on OregonBuys precedes implementation, during which affected persons may file protests.
The estimated annual spending averages $4,187,622 based on post-COVID spend data from fiscal years 2023-2025, projected at approximately $41,876,224 over the 10-year extension period. DAS Fleet currently maintains business relationships with over 700 active vendors and dealerships across Oregon, with usage varying by location, vendor expertise, and proximity to state vehicles. Since DAS Fleet operates only one in-house maintenance facility in Salem, the continuation of this statewide approved vendor network is essential for uninterrupted vehicle service delivery. The Special Procurement designation is justified under Oregon Revised Statutes 279B.085, as the arrangement promotes the public interest without encouraging favoritism or substantially diminishing competition. The State Chief Procurement Officer approved this amendment on June 30, 2026, contingent upon completion of the public notice period and resolution of any protests in accordance with state procurement rules.

a. Amendment Request:
DAS SPS, on behalf of DAS Fleet & State agencies, requests approval of this Special Procurement No. REQ-10700-00178703 (original SP-848-16), Amendment No. 1 (SP AMD-1) to extend this SP, the alternative contracting method of an Approved Vendor List, and the Best Value Analysis (BVA) process for selecting vendors to provide the Services and/or Supplies for an additional ten (10) years, ending on August 31, 2036.
b. Background:
DAS Fleet vehicles are assigned to various state agencies in locations throughout the State of Oregon (State). For many years, DAS Fleet has used small vendor and dealerships shops to maintain and repair vehicles in all areas of the state where they could not be serviced by a DAS facility. DAS Fleet is now down to one facility, located in Salem, which can provide these services.
DAS Fleet currently does business with over 700 active vendors and dealerships throughout Oregon. Some businesses are utilized more often than others. Usage depends on the location, expertise, and number of DAS vehicles in proximity to the vendor.
For additional historical and background information see SP Attachment 1, Original SP-848-16.
c. Current Need:

The Opportunity will be advertised using the National Institute of Government Procurement (NIGP) code "928”, Equipment maintenance and repair services for automobiles, truck, trailers, transit buses and other vehicles".
The Opportunity will remain open through August 31, 2036, unless DAS SPS and DAS Fleet determine it is in the best interest of the agency and State to discontinue the Opportunity.
Vendors can apply at any time while the Opportunity is open.
