About this opportunity

Oregon's Department of Administrative Services, State Procurement Services, on behalf of the Oregon Health Authority's Health Policy and Analytics Division, is issuing public notice of Amendment 3 to Special Procurement SP-1145-19, a sole-source special procurement that extends Contract DASPS-1601-16 with Collective Medical Technologies, Inc. through December 31, 2031. The seven-calendar-day protest period closes November 10, 2026. This is a notice of an approved special procurement, not a bid solicitation. The justification rests on Collective Medical Technologies holding exclusive data agreements with every Oregon hospital, which competitors cannot replicate.

The amendment continues the Collective Platform's real-time hospital event alerts for Oregon Coordinated Care Organizations, state Medicaid programs, long-term care offices, behavioral health teams, and other health care delivery organizations. The scope also covers Multi-Drug Resistant Organism alerting under Oregon Administrative Rule 333-019-0052 and hemoglobinopathy notifications mandated by Enrolled House Bill 2940 (2025). MDRO alerting and activation of ten new portals are optional line items.

The five-year amendment carries an estimated cost of $8,425,606, raising the contract's not-to-exceed amount from $14,440,234 to $22,865,840. Cost components include $6,973,032 for CCO subsidy payments at $0.08 per Medicaid member per month, $885,882 for state program portals, $328,105 for HPA reporting, $115,548 for optional activation of ten new portals, $68,355 for optional MDRO alerting, and $54,684 for excess ad hoc reporting fees. Estimates incorporate annual price increases of up to 3 percent, as the existing contract permits. Any protest must be in writing to the State Chief Procurement Officer, stating legal and factual grounds, resulting harm, and relief requested. Questions go to Rachel Smith, IT Procurement Strategist, at 971-707-0263 or Rachel.r.smith@das.oregon.gov.
