About this opportunity
The Massachusetts Department of State Police is requesting proposals for an Academy Monitoring Consultant to provide independent third-party authentication and support for implementing recommendations from an International Association of Chiefs of Police review of the Massachusetts State Police Academy, with proposals due June 30, 2026 at 3:00 PM through COMMBUYS (Bid BD-26-1084-POLGH-GHQ-129145).
If the annual contract value exceeds $250,000, a Supplier Diversity Program Plan with a minimum 1% commitment to certified diverse businesses is mandatory and weighted at 25% in evaluation. A Small Business Purchasing Program set-aside applies if annual value is $250,000 or less. Bidders must submit three customer references verified by the Massachusetts State Police as a responsiveness requirement.
The consultant will conduct independent verification of implementation progress through document review, site visits, interviews with Department and Executive Office of Public Safety and Security staff, and periodic written progress reports. The Department grants contractors discretion in determining the frequency and duration of site visits and review meetings. Bidders must propose their own success criteria framework and performance metrics; a comprehensive implementation framework will be collaboratively developed post-award. Compensation is based on an all-inclusive detailed cost sheet with transparent pricing (unit rates, all-inclusive pricing, or project-based structure).
The initial contract term is up to five years with three optional one-year renewal periods, for a maximum of eight years. Contract prices remain fixed during the initial five-year period; price increases during renewal options require written justification. This is a new contract with no incumbent.
Evaluation allocates 30 points for fiscal terms/pricing, 30 points for scope of services and ability to meet specifications, 30 points for bidder qualifications and experience, and 10 points for completeness of response, with an additional 25 points available for supplier diversity commitments if applicable. The Department favors experience in public service, criminal justice, or law enforcement agencies. The Strategic Sourcing Team may request best and final offers and reserves discretion to award 3–5 additional points for demonstrated added value.
Contractors must maintain Commercial General Liability, Automobile Liability, Worker's Compensation, Employers Liability, and Professional Liability Insurance throughout the contract term. Written questions are due June 10, 2026 at 3:00 PM, with answers published on or around June 17. Oral presentations from selected bidders may be required, with notifications and evaluations anticipated in July 2026.
