About this file

This document is a Bidders Questions and Answers Forum for Request for Response (RFR) #SP27-Academy Monitoring Consultant issued by the Massachusetts State Police (MSP) and the Executive Office of Public Safety and Security (EOPSS) through the COMMBUYS procurement system (Bid: BD-26-1084-POLGH-GHQ-129145). The RFR seeks a qualified contractor to serve as an Academy Monitoring Consultant responsible for validating the implementation of recommendations from a completed IACP Academy Assessment Report. The selected contractor will provide third-party authentication and support services to ensure recommendations are properly executed. The Department grants contractors discretion in determining the frequency and duration of site visits, stakeholder interviews, and implementation review meetings necessary to accomplish the RFR objectives. The complete IACP Academy Assessment Report is publicly accessible, though supporting documentation and internal tracking materials will be reviewed by MSP's Legal Section before distribution. The contract evaluation criteria allocates a maximum of 125 points, with 30 points awarded for scope of services ability to meet RFP specifications and 50 points for best pricing.

The Department seeks bidders to propose their own success criteria framework and performance metrics in their proposals, with a comprehensive implementation framework to be collaboratively developed between the selected contractor and the Department following award. The evaluation document contained a typographical error regarding point allocation that was corrected and uploaded to COMMBUYS. This engagement is designed as a third-party advisory and validation role rather than an embedded project management partnership, allowing contractors flexibility in demonstrating how they will authenticate implementation progress and support the Department's objectives outlined in the original RFR.

1. Question Subject - IACP Academy Assessment Report. Will the selected contractor be provided full access to the complete IACP Academy Assessment Report (other than what was publicly accessible), any implementation plans, supporting documentation, and any internal MSP tracking tools related to recommendation implementation? Additionally, are there any portions of the report or supporting materials that will be restricted due to confidentiality or security considerations?

Answer: The complete report is publicly accessible. The Department will coordinate with the selected Bidder/Contractor concerning supporting documents. Any distribution of internal documents will first be reviewed by the Massachusetts State Police Legal Section.

2. Question Subject - Evaluation Criteria. In the "Evaluation Criteria" document, page 3, scope of services ability to meet RFP specifications evaluations ....30 points. However in the narrative, it reads 50 points to the bidder offering the best price. So if the total maximum points available is 125 points, the narrative should read 30 points also, correct?

Answer: Yes, that point total reference in the narrative should also read 30 points. It was a typo.

A corrected evaluation criteria narrative has been uploaded to www.commbuys.com.

3. Question Subject - Time on site. Can MSP provide additional guidance regarding the anticipated frequency and duration of site visits, stakeholder interviews, and implementation review meetings throughout the contract period? Is the Department seeking a primarily advisory role with periodic validation activities, or a more embedded monitoring and project management partnership?

Answer: The Department leaves it to the Contractor’s judgment concerning the frequency and duration of site visits, stakeholder interviews, implementation review meetings, etc., that the Contractor will need to accomplish the objectives outlined in the RFR. The Department seeks third-party authentication and support services to implement the recommendations from the http://www.commbuys.com/

IACP report. Other than the objectives outlined in the RFR, the Department isn’t seeking a “more embedded” role from the Contractor.

4. Question Subject - Criteria for Success. What criteria will MSP and EOPSS use to determine that a recommendation has been successfully implemented and validated? Will the Department provide a formal implementation framework, performance metrics, or status definitions (e.g., Not Started, In Progress, Completed, Sustained) that the contractor should utilize when assessing and reporting implementation progress?

Answer: The Department is looking for Bidders to recommend a success criteria framework in their proposals. A complete framework for success criteria including performance metrics will be developed between the Contractor and the Department.
