About this opportunity
The Massachusetts Department of State Police, Collision Analysis and Reconstruction Section (CARS), is seeking factory-authorized vendors for Leica and Topcon Total Stations and related survey equipment, supplies, accessories, maintenance, repairs, calibrations, and training services through solicitation SP26-TTS-X66. This is a rate contract with no maximum obligation, structured as a rolling enrollment contract with an initial term of up to 24 months and three optional renewal periods of up to 24 months each, for a maximum total contract duration of eight years, with an estimated contract start date of December 1, 2025. Required qualifications include factory-authorized distributor or manufacturer status, delivery capability within 30 days of order receipt, operator familiarization training within two days of delivery, current manufacturer's warranty provision, submission of current price lists for accessories and supplies, provision of three business references, and maintenance of priority repair service during normal business hours. Bidders must submit electronic responses through the COMMBUYS system by November 14, 2025, at 3:00 PM EST, with written questions due by October 20, 2025, and answers published by October 27, 2025. The contract will be awarded to one or more vendors based on evaluation criteria including price (30 points), experience (30 points), prompt payment discount (15 points), business references (15 points), and certified Massachusetts Small Business status (10 points). All bidders must maintain current Certificates of Insurance, participate in Electronic Funds Transfer payment, and offer prompt payment discount terms unless demonstrating undue burden. The Commonwealth makes no guarantee of purchase volumes, and all contracts are subject to available funding and satisfactory performance, with contractor personnel requiring security and background clearances prior to facility access.
This is a Small Business Purchasing Program (SBPP) targeted procurement with preference given to verified SBPP-participating businesses that meet best value criteria; however, if no SBPP vendor submits a responsive quote, the contract may be awarded to non-SBPP participants. Subcontracting is limited to no more than 20 percent of total contract value unless performed with another verified SBPP participant. All bidders must submit a Supplier Diversity Program (SDP) Plan Form committing to spend a minimum of 1 percent of contract sales with certified diverse business enterprises or nonprofits. The contract is available for use by the Department of State Police, Executive Branch agencies within the Executive Office of Public Safety and Security, Environmental Police, Department of Conservation and Recreation, and Sheriff's Departments throughout Massachusetts. The estimated contract value is $38,536 per year, though this represents an estimate only with no guaranteed minimum purchase volume. Pricing quotes remain valid for 90 days and become fixed upon contract award for the initial term; price increase requests for renewal options require written justification and supporting documentation. Contract prices will be paid by the Commonwealth within 45 days of invoice receipt through Electronic Funds Transfer at agreed-upon rates.
