About this opportunity

The Massachusetts Department of Fish and Game, Department of Conservation and Recreation, Department of Agricultural Resources, and Division of Capital Asset Management and Maintenance are seeking qualified vendors for a Professional Land Survey Services Qualified Contractor List through rolling enrollment with responses accepted from May 11, 2026 through January 2, 2034. A Small Business Purchasing Program (SBPP) preference applies: SBPP-qualified participants meeting evaluation criteria are automatically awarded contracts; all businesses may respond but non-SBPP participants are evaluated only if no SBPP bidder meets requirements.

Vendors must hold current Professional Land Surveyor licensure in Massachusetts and demonstrate at least five years of professional survey experience. Work scope includes recordable boundary, topographic, hydrographic, and related geospatial survey plans for department land acquisitions, exchanges, dispositions, and wetland and river restoration projects. Deliverables must comply with Executive Office of Energy and Environmental Affairs technical specifications, including CADD files registered to Massachusetts State Plane NAD83, course lists, narrative boundary descriptions, PDF and TIF files at specified resolutions, and metadata documentation. Optional services include topographic and bathymetric field work for bidders with appropriate qualifications. All digital deliverables must meet detailed submission standards for Geographic Information System compatibility; paper prints are also required.

The departments estimate purchasing 15–20 survey service products annually, with estimated annual value per authorized department per qualified contractor of less than $250,000. Compensation is structured as project-specific quotes with all costs including clerical functions, insurance, mileage, and incidental expenses included in bids. The contract term extends through June 30, 2034, with earliest effective start July 1, 2026. No renewal options are available. Electronic Funds Transfer participation and Prompt Payment Discount program enrollment are required unless documented hardship prevents participation. Responses must be submitted electronically via COMMBUYS with proof of licensure, key personnel resumes, hourly rate schedules, client references, and sample survey plans exceeding 50 acres.
